Big business in Russia: The pace of ownership transfer in the Russian economy has speeded up considerably over the last year. There has been a significant rise in the number of acquisitions of whole enterprises, and large blocks of shares in individual firms and plants. Similarly the number of mergers, bankruptcies and take-overs of failing firms by their strongest competitors has grown. The Russian power industry: This study is an overview of the current condition and principles on which the Russian power sector has been functioning so far. This analysis has been carried out against the background of the changes that have been taking place in the sector since the beginning of the 1990s. This text also contains a description of guidelines and progress made so far in implementing the reform of the Russian power industry, the draft of which was adopted by the government of the Russian Federation in summer 2001. However, the purpose of this study is not an economic analysis of the draft, but an attempt to present the political conditions and possible consequences of the transformations carried out in the Russian power sector. The final part attempts to evaluate the possibilities and threats related to the implementation of the reform in its present shape. Ukrainian metallurgy: The metallurgic sector, like the east-west transit of energy raw materials, is a strategic source of revenue for Ukraine. Over the last ten years, this sector has become Kiev's most important source of foreign currency inflows, accounting for over 40 per cent of its total export revenues. The growth of metallurgic production, which has continued almost without interruption since the mid-1990s, has contributed considerably to the increase in GDP which Ukraine showed in 2000, for the first time in its independent history.

Pytanie o rolę sił zbrojnych w przestrzeni informacyjnej jest w istocie pytaniem o rolę czynnika siły w polityce wewnętrznej i zewnętrznej państwa. Dostosowana do takich zadań wojskowa strategia informacyjna przewiduje walkę na wielu frontach: wewnętrznym i zewnętrznym, informacyjno-psychologicznym, cybernetycznym i in.

In recent years, Russia has intensified work on new types of weapons for all parts of its Armed Forces. By introducing the new weapon types, Russia wants to base its strength not only on its nuclear forces, which in many cases is completely ineffective as a deterrent, but also on conventional forces. This goal has resulted in the need to replace obsolete equipment and has been financed by the economic prosperity of the country, thanks mainly to high oil prices. With the higher inflows to the country's budget, Russian authorities managed to increase funds for rearmament. The current economic crisis, however, and in particular the fall in the price of crude oil, the sales of which form the base revenue of Russia's budget (amounting to about 45%), may result in a loss of funding for the rearmament programmes. The plans may be further limited by technological deficiencies in Russia's military industry, exacerbated by sanctions introduced by the EU and U.S. in response to Russia's actions in Ukraine and which prevent the acquisition of Western technology, especially military-grade electronics. In the short- and medium-term perspectives, Russia's financial problems may result in the need to select priority technologies and choose between the armed forces that will be equipped first. Considering the amount of new equipment introduced by Russia and ongoing research projects on new types of weapons, the most important is the Russian Air and Space Forces, as well as its Strategic Rocket Forces. The country will also invest in weapons for ground troops and naval aviation. A number of changes will also affect the navy, but in this case the reason is mainly the poor technical condition of Russian Federation assets.

The establishment of the Federal Service of the National Guard Forces of the Russian Federation (FSWGN) fits in the tradition of the Russian security services. One of ist important elements are periodic reorganization, name and structure changes and management staff to restart the bodies. In contrast to radical changes in the past - the creation of the FSWGN, i.e. the Rosguard (this abbreviation is also used in official documents), was an evolutionary move which had been announced for many years under the modernization of internal troops and improvement of their effectiveness. From the texts in federal legislation and presidential decrees regulating the activities of the new force, and above all the information campaign accompanying its creation, it can be assumed that the introduced changes are of technical nature. The statutory tasks of the Rosguard are not much different from those assigned to internal troops and police formations. // The purpose of this text is to try to answer the questions about the FSWGN a spart of Russia's military organization and operational machine, and what is its organizational and personnel profile - more police or military. It was made on the basis of an analysis of the legal grounds for functioning Rosguard, its official documents, reports and reports posted on the FSWGN website, as well as media reports about it.
