This edited volume offers different theories useful for understanding and explaining European Union cooperation on internal security matters. Cooperation on such matters has not only flourished over the past two decades, but - more recently - has also become one of the most politicised or contested areas of European integration. "From the 1950s to the late 1990s, agents of the state spied on, interrogated, and harassed gays and lesbians in Canada, employing social ideologies and other practices to construct their target -- people who deviated from the so-called norm -- as threats to society and enemies of the state. Reconstructed from official security regime documents released through the Access to Information Act and interviews with gays, lesbians, civil servants, and high-ranking officials, The Canadian War on Queers offers a passionate, personalized account of a national security campaign that violated people's civil rights and freedoms in an attempt to regulate their sexual practices. Abstract

"This book analyses the extent and the modalities of the securitization of asylum-seekers and refugees in the EU. The book argues that the development of the EU asylum policy, far from 'securitizing' asylum-seekers and refugees, has led to the strengthening and codification of several rights for these two categories of persons. However, the securitization of terrorism and the links that have been constructed between asylum, irregular migration and terrorism in the wake of the various terrorist attacks that have taken place in Europe in the last few years have had a significant impact on the ability of asylum-seekers to gain access to asylum systems in the EU. From a theoretical point of view, the book develops an original analytical framework that draws upon and further develops security studies -- more precisely securitization theory -- by connecting it to the literature on policy venues and venue-shopping. Abstract

This book explores changes in security governance in Europe from the 1990s, focusing on some of the most important consequences : the proliferation of ignored insecurities, including the increase of oncological diseases, environmental disasters, shadow economies reproducing neo-slavery and fiscal fraud, and the general damage to the res publica. What is the articulation of removal, reclamation and consequently the implementation of devices and the establishing of prevention practices ? Why are the majority of victims and also the control agency professionals seemingly resigned to these ignored insecurities ? Following more than 20 years of research in the area, the authors examine these questions and how the securitisation of society has been exacerbated. They argue that the primary cause of the increase in ignored insecurities is the consequence of the neoliberal turn in security governance. This book proposes an innovative approach to security governance, not only through a serious analysis of the balance of the costs and benefits, but also highlighting what is termed "ignored insecurities". The authors propose a review of the problems, showing that the governance of security is a crucial element of the contemporary political organisation of society. This impressive collection shows the limits of what governments refer to as "security". Much is left out of this governmental notion. And what it leaves out seems to have expanded as the significance of the term has grown.

After twenty-six years of unprecedented revolutionary upheavals and endless fighting, the victorious powers craved stability after Napoleon's defeat in 1815. With the threat of war and revolutionary terror still looming large, the coalition launched an unprecedented experiment to re-establish European security. With over one million troops remaining in France, they established the Allied Council to mitigate the threat of war and terror and to design and consolidate a system of deterrence. The Council transformed the norm of interstate relations into the first, modern system of collective security in Europe. Drawing on the records of the Council and the correspondence of key figures such as Metternich, Castlereagh, Wellington and Alexander I, Beatrice de Graaf tells the story of Europe's transition from concluding a war to consolidating a new order. She reveals how, long before commercial interest and economic considerations on scale and productivity dictated and inspired the project of European integration, the common denominator behind this first impulse for a unification of Europe in norms and institutions was the collective fight against terror.

"This book explores the implications of freedom as a non-domination-oriented view for understanding EU security regulation and its constitutional implications. At a time when the European borders are under pressure and with the refugee and migration crisis which escalated in 2015 an extreme challenge to tackle and resolve, the idea of exploring a constitutional theory for the "Area of Freedom, Security and Justice" (AFSJ), might seem to be a utopian project. This appears especially true in the light of the increased threat of terrorism in Europe (and on a global scale) and where the expanding EU security agenda at present is often advanced through the administrative law path, in contrast to the constitutional trajectory. Add to this the prolonged financial crisis, which continues to cast a long shadow on the future development of EU integration, and which suggests that Europe needs to "re-invent itself" beyond the sphere of economics. Therefore, it is precisely because of the current uncertainties regarding the progress of the EU and the constitutional law project that a constitutional take on the AFSJ is of particular importance. This book zooms in on the trajectory of an AFSJ, what it means, and why it represents a fascinating example of contemporary constitutional law with interacting layers of security regulation, human rights law and transnational legal theory at its core"--
