Abstract

The biological sciences are adding value to a host of products and services, producing what some have labeled the "bioeconomy" and offering the potential to make major socio-economic contributions in OECD countries. Using quantitative analyses of data on development pipelines and R&D expenditures from private and public databases, this book estimates biotechnological developments to 2015. Moving to a broader institutional view, it also looks at the roles of R&D funding, human resources, intellectual property, and regulation in the bioeconomy, as well as at possible developments that could influence emerging business models to create scenarios to 2030. These scenarios are included to stimulate reflection on the interplay between policy choices and technological advances in shaping the bioeconomy. Abstract

The OECD Reviews of Innovation Policy offer a comprehensive assessment of the innovation system of individual OECD member and non-member countries, focusing on the role of government.  A growing political awareness of the importance of innovation for the Chile’s future has recently translated into two bold decisions: the creation of an Innovation Council for Competitiveness entrusted with the mission of proposing guidelines for a long-term national innovation strategy; and the introduction of a specific mining tax to increase resources available to implement this strategy. This report assesses the current status of Chile’s innovation system and policies, and identifies where improvements are most needed in order to make the most efficient use of this additional public investment.

In From Media Systems to Media Cultures: Understanding Socialist Television, Sabina Mihelj and Simon Huxtable delve into the fascinating world of television under communism, using it to test a new framework for comparative media analysis. To understand the societal consequences of mass communication, the authors argue that we need to move beyond the analysis of media systems, and instead focus on the role of the media in shaping cultural ideals and narratives, everyday practices and routines. Drawing on a wealth of original data derived from archival sources, programme and schedule analysis, and oral history interviews, the authors show how communist authorities managed to harness the power of television to shape new habits and rituals, yet failed to inspire a deeper belief in communist ideals. Abstract

In this volume, the contributors discuss some of the most remarkable global warming effects in Argentina and examine policies that Latin American countries could follow to achieve their individual climate goals. Climate change is one of the most pressing issues today. However, after many years of climate negotiations, the world has failed to introduce a common global policy. Differences in countries' climate agendas have led to unsuccessful efforts. Countries willing to pursue a climate policy have sought alternative strategies to mitigate and adapt to global warming's consequences within their jurisdiction. In this context, Latin American countries' role in shaping the regional climate agenda is yet to be explored. The book covers some papers from the well-received "First Workshop on Environmental Economics and Energy" in Argentina. Using data from Argentina, the contributors analyze the effects of global warming on agricultural yields and the impact of extreme weather on human health. From a global perspective, the contributors also describe the interactions between a reduction in carbon emissions, carbon emissions intensity, and economic growth; the role that trade policies can play to reduce carbon emissions; and the paradoxes that arise from promoting renewable energies in the region. The contributors also address the relationship between sustainability and economic growth; the private sector's role in shaping policies and providing sustainable solutions; and the Latin American challenges for the next generation.
