Tarik Fraihi is bekend geworden met enkele scherpe opiniestukken over de "integratie-industrie". Ook in dit boek sabelt hij het integratiebeleid neer, het is een "klungelbeleid", en het heersend concept van integratie komt neer op een "zuiveringsproces", "een opgelegd ontwikkelingstraject dat de allochtoon moet doorlopen om in de gratie te vallen van de autochtone meerderheid". Fraihi wil een alternatief, een diversiteitsbeleid. Daartoe verkent hij eerst en ruim (drie hoofdstukken) wat 'het verschil' is, of liever, hoe er in de huidige maatschappij met verschillen wordt omgegaan: stereotypen, vooroordelen, islamofobie, cultureel racisme, etnocentrisme, onverschilligheid. Ook het cultuurrelativisme, dat aan de meeste ideeën over [lees meer] multiculturalisme ten grondslag ligt, wordt bekritiseerd omdat het mensonwaardige praktijken verdoezelt omwille van de cultuur van de ander. Fraihi pleit voor een cultuurrealisme. Cultuurverschillen zijn er, maar mogen niet als absoluut of onveranderlijk worden beschouwd, en cultuur speelt een even belangrijke rol als economie of politiek. Culturen kunnen en moeten dus veranderen -- en Fraihi spreekt zich heel duidelijk uit tegen extremistische, vrouwonvriendelijke en conservatief-isolerende tendensen in de moslimgemeenschap -- maar mogen niet het onderwerp zijn van een vernietigend assimilatiebeleid. In zijn voorstellen voor een beter beleid benadrukt Fraihi het, aan de kant van de overheid, wegwerken van discriminaties in de arbeids- en onderwijssectoren, en, aan de kant van de minderheden, het stimuleren van de emancipatie via sterke zelforganisaties. Deze vrij voor de hand liggende voorstellen komen minder goed uit de verf dan zijn kritiek op de huidige toestand, en hij wordt soms behoorlijk moralistisch (dit moet en dat moet...) en naïef-hoopvol (een cultuurpluralistische samenleving als een pointillistisch schilderij...). Fraihi is eerder een filosoof dan een politicus, dat merk je aan zijn scherp vermogen tot cultuurkritiek, maar ook bv. aan een interessante redenering, schatplichting aan Richard Rorty, waarin hij minderheden presenteert als hefbomen voor meer stabiliteit in de samenleving. Hoe en onder welke historische omstandigheden gaan mensen vreemdelingen als medemensen of zelfs als gelijken beschouwen? De meeste boeken over cultuurverschil leggen de nadruk op ongelijkheid en confrontatie. De uitvinding van de mensheid draait het perspectief om. Het geeft een beknopte wereldgeschiedenis van denkbeelden over gelijkheid die de grenzen van culturen en civilisaties overschrijden. Gelijkheidsideeën zijn te vinden in de grote wereldgodsdiensten, maar ook in de Griekse en Chinese filosofie. Geschiedschrijvers in verschillende werelddelen, zoals Herodotus, Ssu-ma Ch'ien en Ibn Khaldun, herwaardeerden de nomadische culturen. In de 16de eeuw bestreden Bartolomé de Las Casas en Michel de Montaigne de opvatting dat de inheemse Amerikanen barbaarse wilden waren. Diderot en andere verlichtingsdenkers ontwikkelden een kosmopolitisch egalitarisme. In de 19de eeuw kritiseerde de ex-slaaf Frederick Douglass het racisme, en Dadabhai Naoroji de Britse beschavingsmissie in India . Na 1900 vinden we nieuwe gelijkheidsideeën bij de Amerikaanse antropoloog Franz Boas, de Afrikaans-Amerikaanse schrijver William DuBois, en Mahatma Gandhi. De Universal Declaration of Human Rights was een minder "westerse" onderneming dan vaak is beweerd. This book critically explores ways of thinking about the city and its relevance for the profession of social work. It provides a colourful illustration of practice drawing on examples of social work responses to a range of issues emerging from the unprecedented scale, density and pace of change in cities. The associated challenges posed for social work include: the increased segregation of the poor, the crisis of affordable housing, homelessness, gentrification, ageing, displacement as a result of migrations, and the breakdown of social support and care. Drawing on multiple disciplines, this groundbreaking work shows that these familiar features of the twenty-first century can be counteracted by the positive aspects of the city: its innovation, creativity and serendipity. It has a redistributive, caring and cohesive potential. The city can provide new opportunities and resources for social work to influence, to collaborate, to foster participation and involvement, and to extend its social justice mandate. The book shows that the city represents a critical arena in terms of the future of social work intervention and social work identity.
