Abstract

Climate change has shifted from future menace to current event. As eco-conscious electricity consumers, we want to do our part in weening from fossil fuels, but what are we actually a part of? Committed environmentalists in one of North America’s most progressive regions desperately wanted energy policies that address the climate crisis. For many of them, wind turbines on Northern New England’s iconic ridgelines symbolize the energy transition that they have long hoped to see. For others, however, ridgeline wind takes on a very different meaning. When weighing its costs and benefits locally and globally, some wind opponents now see the graceful structures as symbols of corrupted energy politics. This book derives from several years of research to make sense of how wind turbines have so starkly split a community of environmentalists, as well as several communities. In doing so, it casts a critical light on the roadmap for energy transition that Northern New England’s ridgeline wind projects demarcate. It outlines how ridgeline wind conforms to antiquated social structures propping up corporate energy interests, to the detriment of the swift de-carbonizing and equitable transformation that climate predictions warrant. It suggests, therefore, that the energy transition of which most of us are a part, is probably not the transition we would have designed ourselves, if we had been asked.

Abstract

The strategic-choice approach has a long pedigree in international relations. In an area often rent by competing methodologies, editors David A. Lake and Robert Powell take the best of accepted and contested knowledge among many theories. With the contributors to this volume, they offer a unifying perspective, which begins with a simple insight: students of international relations want to explain the choices actors make--whether these actors be states, parties, ethnic groups, companies, leaders, or individuals. This synthesis offers three new benefits: first, the strategic interaction of actors is the unit of analysis, rather than particular states or policies; second, these interactions are now usefully organized into analytic schemes, on which conceptual experiments may be based; and third, a set of methodological "bets" is then made about the most productive ways to analyze the interactions. Together, these elements allow the pragmatic application of theories that may apply to a myriad of particular cases, such as individuals protesting environmental degradation, governments seeking to control nuclear weapons, or the United Nations attempting to mobilize member states for international peacekeeping. Besides the editors, the six contributors to this book, all distinguished scholars of international relations, are Jeffry A. Frieden, James D. Morrow, Ronald Rogowski, Peter Gourevitch, Miles Kahler, and Arthur A. Stein. This book takes a powerful new approach to a question central to comparative politics and economics: Why do some leaders of fragile democracies attain political success when pursuing drastic, painful economic reforms while others see their political careers implode? Kurt Weyland examines the surprising willingness of presidents in four Latin American countries to enact daring reforms and the unexpected resultant popular support.
