Abstract

En posant la question des « nouvelles ruralités », cet ouvrage étudie les dynamiques de tous ordres qui jouent sur les rapports entre villes et campagnes. Il présente tout d'abord un état des lieux des espaces ruraux et leurs tendances d'évolution. Puis il propose quatre scénarios de devenirs possibles des ruralités à l'horizon 2030 qui conduisent à une réflexion sur l'agriculture. En conclusion, cette prospective met en évidence que la diversité rurale perdurera tout en se modifiant, et qu'il s'agira d'être attentif à cette « géodiversité » des territoires, selon la formule d'Armand Frémont, et de l'intégrer dans les enjeux de recherche.

Abstract

Cameroon's high employment levels mask widespread precariousness and rural-urban inequality. Labor market vulnerability-either detachment or weak attachment-is particularly acute among youth (ages 15 to 35), who are often uninterested in agriculture yet unable to access better opportunities in urban areas. Using Latent Class Analysis (LCA), a non-parametric method that segments a heterogeneous population into groups sharing similar characteristics, we identify distinct profiles of youth experiencing labor market vulnerability. The largest groups in urban and rural areas consist of mostly men with some education who work full time in the informal sector, either as own-account workers or subsistence farmers. In addition, we identify five groups as priorities for policy intervention. First, two groups making up 9 percent of out-of-school youth, predominantly married women, are involuntarily inactive and present an opportunity for improved human capital utilization. Second, a third group (14 percent) includes women in rural areas employed as contributing family workers, while two other groups (12 percent) comprise women facing multifold vulnerabilities (i.e., a combination of unpaid, temporary, and part-time work). Tailored interventions for these three groups would most impact poverty reduction.

Tous les territoires accompagnent, subissent, anticipent ces transformations socio-économiques. À l'heure de l'urgence climatique, les villes, à la fois productrices et consommatrices de ressources, doivent inventer de nouveaux modes de développement, plus sobres et plus résilients. Cet ouvrage propose une synthèse des modèles de développement territorial et une analyse de leurs impacts sociaux et environnementaux. Abstract

The OECD report Urban-Rural Linkages in Poland analyses the potential of urban and rural territories for development and improved well-being. Urban and rural areas have different yet often complementary assets, and their better integration is important for socio-economic and environmental performance. The report argues that local governments need to engage in partnerships where all parties are equal, as a higher form of urban-rural co-operation. Building urban-rural partnerships in Poland would help territories enhance the production of public goods; achieve economies of scale in public service provision; co-ordinate decisions where cross-boundary effects are important and increase the capacity of the partners. Yet a lack of trust and of policy integration hinder the effectiveness of partnerships. The report found that the main incentive for Polish local governments to enter into a partnership is access to EU funds. However, while Poland has developed solid experience in the management of EU funds, it would benefit from deepening the integration and complementarity among funding streams. Moreover, the report argues that strengthening metropolitan governance will underpin efforts to facilitate the formation and management of urban-rural partnerships.
