Abstract

"This book is a result of fieldwork undertaken for the project Anthropology of Continuity and Change: Macedonian Poreče 80 Years after Józef Obrębski's Research" implemented at the University of Warsaw in the years 2012-2013. Our aim was to create a contemporary monograph on Poreče through critical analysis of collected field material, by posing the same or similar questions as Obrębski did 80 years ago. The research focused primarily on subjects explored by Obrębski, for instance family, yearly rituals, religion, magic, or the position of women in the rural society. Secondly we investigated new topics like the political, economic, and social changes related to the collapse of Yugoslavia and the painful transition process in Macedonia (from the Foreword by Karolina Bielenin-Lenczowska and Anna Engelking).

Abstract

Driven by the Ohrid Framework Agreement (OFA), decentralisation in Macedonia is a policy choice for spurring national cohesion rather than an economic instrument for the more efficient delivery of services. The OFA resulted in a new Macedonian Constitution with policies related to the decentralisation process and equitable representation of communities. This book aims first to estimate the spending efficiency of Macedonian municipalities in service delivery from their own resources and, second, to ascertain the determinants of that efficiency. The ethnic fragmentation of municipalities is taken into account as a possible determinant of efficiency, which represents a novelty in such types of studies. We employ the DEA-VRS, Kernel and SFA estimation techniques to control for the robustness of our estimates. Our findings show that on average Macedonian municipalities exhibit low efficiency in service delivery, although there are significant variations among municipalities. The ethnic fragmentation of municipalities together with the population density, own tax revenues and political affiliation of the mayor with the leading political coalition at the state level explain differences in their efficiencies. More fragmented municipalities tend to be less efficient when providing services to citizens.

Abstract

Im Zuge der Eroberung Makedoniens durch Rom im Jahr 168 v. Chr. und der darauf folgenden Gesetzgebung veränderten sich die gesellschaftlichen Strukturen, wurden die königszeitlichen Führungsschichten zerschlagen. Wie konnte sich im Anschluß daran aus den heterogenen Identitätsgruppen der provinzialen Gesellschaft Makedoniens – Makedonen, Griechen, Thrakern, Illyrern, Epiroten, Kleinasiaten, Italikern und Römern – eine übergreifende Identität bilden? Frank Daubner geht dieser Frage anhand eines weiten Spektrums an Quellen nach und be-trachtet dabei die gesamte Provinz unabhängig von den heuti-gen Staatsgrenzen. Schwerpunkte setzt er bei der Untersuchung der römischen Gesetzgebung nach der Eroberung, der Integra-tion von römischen Kolonien und Kolonisten in die Provinzland-schaft und der augusteischen Zeit – in der sich anhand von In-schriften und Bauten erstmals die neuentstandene „provinziale“ Elite nachweisen läßt. Daubner kann so den chronologischen und regional differenzierten Prozeß zeigen, in dem sich aus den Überresten der zerstörten staatlichen und gesellschaftlichen Strukturen des Landes wieder eine funktionsfähige Gesellschaft entwickelte.

Abstract

This Report on the Observance of Standards and Codes on Data Module on the Former Yugoslav Republic of Macedonia reviews assessment by agency and dataset. The mission has a set of recommendations for Macedonia’s statistical practices, on discussions with the data-producing agencies and on responses from data users. They are designed to increase further FYR Macedonia’s adherence to internationally accepted statistical practices and would, in the mission’s view, enhance the analytical usefulness of FYR Macedonia’s statistics.
