Abstract

Lack of fiscal space and the quest for better efficiency in projects and programs have led to increasing interest in public-private partnerships (PPPs) globally. PPPs are more complex than similar publicly procured projects and require upfront project development expenses that could be significant. Therefore, public entities seek to understand as much as possible about each project before undertaking expensive studies, project structuring, and procurement, which brings to the fore the need for good upstream project selection techniques and methodologies. A review of early-stage PPP screening practices in various countries indicates that a mix of drivers determines PPP project success, often making it difficult for policy makers and practitioners to understand and select projects for further development as PPPs. Complete reliance on quantitative criteria has not worked well, with the result that in the past few years, countries have been opting to combine these with qualitative aspects. Often, screening methodologies have been created based on a country's policy drivers and areas of focus. Although countries follow different methodologies for screening projects, there are certain common principles used by all. The PPP Project Screening and Analytics Tool (PSAT, or Tool) 2.0 is a Microsoft Excel Visual Basic-based decision-making tool that can be used by countries for the screening and prioritizing of climate resilient PPP projects. The Tool was developed by the Infrastructure Finance, Public-Private Partnerships and Guarantees global practice (IPG) at the World Bank. In 2023 climate change parameters were integrated into the tool and this user manual was updated accordingly. This document is a detailed guide that provides step-by-step instructions on the use of the PSAT 2.0. The User Guide also delves into the mechanics of the PSAT 2.0 and guides the user to customize the Tool to cater to specific requirements.

Can privatizations live up to the expectation of reducing the size of the state? Or will the fears be proven true that privatization can push back on democratic principles and the rule of law? This study tackles four question: What requirements does the constitution lay on the execution of the state tasks? In which respects can the execution of state tasks be privatized? Which problems do the constitutional requirements cause for the privatized execution of tasks? Which room for maneuver does the constitutional requirements leave for the privatized execution? This study does not set out to re-invent the legal phenomenon of privatization or to describe it in a novel way. Rather, this study intends to simplify and to categorize. Privatizations are distinguished fundamentally into whether they concern the task-side or the execution-side of state activity. And it applies the constitutions' requirements in a general way, without delving into the specifics of certain tasks with their special dogmatic categories.

Abstract

The public debate is rife with polarized views of how to deliver essential services such as education, health, and security. While some tout privatization as a way to supplant bad governments, others warn that private firms maximize profits at the expense of socially oriented service attributes. In reality, all forms of service delivery-public, private and hybrid public private-collaborations-have merits and flaws. This book scrutinizes the menu of delivery forms in public services and the conditions that should make them work. It argues that privatization benefits from capable government units committing to well-defined policy objectives, mobilizing critical resources, and incentivizing effective and inclusive delivery. Societies counting on capable governments can also reject single solutions and experiment with plural paths of improvement, where public and private organizations co-exist and learn from each other. This book will appeal to students, academics, managers and policy makers interested in examining the public-private boundary and the many ramifications of this focal issue.

Abstract

Collaboration is often seen as a palliative for the many wicked problems challenging our communities. These problems affect some of the most vulnerable and unempowered people in our community. They also carry significant implications for policy processes, programs of service and, ultimately, the budgets and resourcing of national and sub-national governments. The road to collaboration is paved with good intentions. But, as John Butcher and David Gilchrist reveal, 'good intentions' are not enough to ensure well-designed, effective and sustainable collaborative action. Contemporary policy-makers and policy practitioners agree that 'wicked' problems in public policy require collaborative approaches, especially when those problems straddle sectoral, institutional, organisational and jurisdictional boundaries. The authors set out to uncover the core ingredients of good collaboration practice by talking directly to the very people that are engaged in collaborative action. This book applies the insights drawn from conversations with those engaged in collaborations for social purpose--including chief executives, senior managers and frontline workers--to the collaboration challenge. Abstract

Why are productive, development-supporting relations between business and government still so rare in Africa? Scott Taylor addresses this question, examining state-business coalitions as they emerge, and endure or collapse, in three representative countries: Zambia, Zimbabwe, and South Africa. Taylor illuminates three possible trajectories: an abortive state-business coalition, as in Zambia; the emergence of a short-lived coalition, as in Zimbabwe; and a relatively successful and thus far durable coalition, as in South Africa. Though rooted in the southern African experience, his cases reflect much of the variance in outcomes throughout sub-Saharan Africa and shed light on the prospects for economic reform and development on the continent.
