Abstract

"A substantial gap in test scores exists between indigenous and non-indigenous students in Latin America. Using test score data for 3rd and 4th year primary school pupils in Guatemala and Peru, and 5th grade pupils in Mexico, the authors assess the magnitude of the indigenous and non-indigenous test score gap and identify the main family and school inputs contributing to the gap. A decomposition of the gap into its constituent components suggests that the proportion that is explained by family and school characteristics is between 41 and 75 percent of the overall test-score gap. Furthermore, family variables contribute more than school variables to the overall explained component. "--World Bank web site.

Online job vacancies from a Ukrainian website were explored to assess the skills that employers look for among their new hires. The demand for cognitive, socioemotional, and technical skills across a range of medium- and high-skilled occupations were assessed. Most employers highly demand all three skills categories, more so than education level. Most occupations demand a variety of socioemotional skills, while the demand for cognitive and technical skills focuses on one or two skills. Cognitive and socioemotional skills appear as complementary: they are demanded similarly for a given occupation. Overall, online job vacancies are an informative complement to traditional sources to assess skills in demand.

Abstract

This brief presents findings from a census of the early development of Tuvalu's children, identifies areas of need, and puts forth recommendations to address gaps in service delivery to provide every child in Tuvalu with the best start in life. Universal health care and education are essential in supporting a strong and healthy development of Tuvalu's citizens. Access to quality health care services and the opportunity to participate in quality Early Childhood Care and Education (ECCE) provides children with the foundation they need to be ready to learn at school. The Government of Tuvalu has invested heavily in health and education, health care is free for all citizens and education is free for those aged 3-18 years. As such, encouragingly the country exhibits few disparities in access to health and education services, including that for children. For example, boys and girls have equitable access to pre-primary education, and policy mandates that ECCE centers cater to the needs of children with special needs. The Pacific Early Age Readiness and Learning (PEARL) program funding by the Global Partnership for Education (GPE), implementing by the World Bank, provides technical assistance and analytical work to improve the participating country's evidence-base on school readiness and early grade literacy to inform short and medium-term policy agendas, including baseline survey on school readiness and early grade reading levels and piloting interventions. Herein, this brief presents data regarding the status of children's early health and development, as well as their participation in preschool and their learning environments at home. At a country level, this evidence will help to inform intervention strategies and policy planning in early childhood to strengthen the ECCE system with the goal of ensuring thatall children in Tuvalu reach their developmental potential.

During the 2000s, Bangladesh observed rapid growth in female labor force participation (LFP), potentially reflecting increased employability of females as female education attainment catches up with their male counterparts. However, only a small share of the labor force comprises of skilled female workers; the reality is that most women are still unable to complete the level of secondary and post-secondary education necessary to obtain decent work and actualize improved livelihood outcomes. As a result, even though Bangladesh has observed gender parity in enrolment in early grades, the lack of improvements in secondary school completion continues to inhibit opportunities for improved labor market outcomes for the majority of the country's female population. This report aims to take stock of the education outcomes realized by Bangladeshi children and youth, particularly females, and analyze the extent to which public investments in female education have succeeded in actualizing the desired medium-to-long term outcomes and results of said investments. The remainder of the report is organized as follows: Chapter 2 describes current policies and identifies gaps in policy formulation in the view of ever changing environment; Chapter 3 analyzes the current state of education, focusing on gender-centric accomplishments and existing drawbacks to universal enrolment and grade completion; Chapter 4 explores the various roles that economic, social and institutional factors play in explaining current gender-centric trends in education uptake and actualizing the benefit of gender parity; and Chapter 5 concludes this report and highlights the key findings and related policy recommendations.
