Egypt is lagging behind other countries in the Mediterranean region in reforming its economy. This book explains why. The authors contend that the Egyptian political system, based to a large extent on discrete patronage and dominated by powerful interest groups was inherently resistant to reform. In addition, the country's strategic position in Middle Eastern politics provided the environment for aid flows which mitigated the need for change by creating an illusion of economic wellbeing. Egypt has thus been protected from the pressure of the international market system. Yet, argues this study, such pressure is the only effective stimulus to fundamental reform.

Economic crises arising from exchange rate volatility and high inflation have affected countries around world, particularly those with developing economies. The usual response of countries during times of crisis has been to design and implement stabilisation packages aimed at controlling the exchange rate, stabilising inflation, and restoring economic fundamentals. - - The stabilisation attempts pursued in Latin America, Africa and Eastern Europe since the 1970s have motivated an interesting literature debating which strategy to adopt in order to achieve stabilisation and evaluate the merits of institutions such as the International Monetary Fund (IMF), the World Bank (WB) and the International Development Bank (IDB) in assisting countries during these efforts. Provided that times of crisis and volatility will affect the traditional benchmarks used by economists, adjusting the basic economic framework to account for such structural changes is of paramount importance. - - This book makes an important contribution to this debate by providing a comprehensive review of the literature on stabilisation, and by extending analytical models to account for the shortcoming of crises, in an effort to test their relevance across developing countries. The emergent so-called "Fourth Industrial Revolution" is regarded by some as a panacea for bringing about development to Africans. This book dismisses this flawed reasoning. Surfacing how "investors" are actually looting and plundering Africa; how the industrial internet of things, the gig economies, digital economies and cryptocurrencies breach African political and economic sovereignty, the book pioneers what can be called anticipatory economics -- which anticipate the future of economies. It is argued that the future of Africans does not necessarily require degrowth, postgrowth, postdevelopment, postcapitalism or sharing/solidarity economies: it requires attention to age-old questions about African ownership and control of their resources. Investors have to invest in ensuring that Africans own and control their resources. Further, it is pointed out that the historical imperial structural creation of forced labour is increasingly morphing into what we call the structural creation of forced leisure which is no less lethal for Africans. Because both the structural creation of forced labour and the structural creation of forced leisure are undergirded by transnational neo-imperial plunder, theft, robbery, looting and dispossession of Africans, this book goes beyond the simplistic arguments that Euro-America developed due to the industrial revolutions.

Tobacco taxes are usually considered regressive, as the poorest individuals allocate larger shares of their budget toward the purchase of tobacco-related products. However, because these taxes also discourage tobacco use, some of the most adverse effects and their economic costs are reduced, including lower life expectancy at birth, higher medical expenses, increased years of disability among smokers, and the effects of secondhand smoke. This paper projects the effects of an increase in the tobacco tax on household welfare in Ukraine. It considers three price-elasticity scenarios among income deciles of the population. The results show that although tobacco taxes are often criticized for being regressive in the short run, in a more comprehensive scenario that includes medical expenses and working years, the benefits of tobacco taxes far exceed the increase in tax liability, benefitting in large measure lower income households. The results also indicate that lower health expenditure seems to be the main driver, because of the reduction in tobacco-related diseases that require expensive treatments. Tobacco taxes are also associated with positive distributional effects related to the higher long-term price elasticities of tobacco consumption.
