Abstract

"This book brings together African and European experts from a variety of disciplines to examine the origins and current state of the East African Community (EAC). Over the course of the book the authors analyse the rich tapestry of intraregional relations in East Africa, the EAC's similarities with the European Union, and the future challenges faced by the organisation. Widely regarded as the most advanced and successful regional integration scheme in Africa, the EAC is an intergovernmental organisation consisting of Burundi, Kenya, Rwanda, Tanzania, and Uganda, and, since 2016, South Sudan. It is the oldest among Africa's regional economic communities, and among the continent's most promising growth areas, with a long history of integration, punctuated by several false starts and traumas that have profoundly affected its body politics. When initially set up, the EAC model bore a striking resemblance to the process undergone by the European Union. Now, as the EAC continues to establish its own identity, this book argues that whilst Europe's history may provide useful insights for EAC member states, the EAC experience could in turn also offer lessons for the European Union. Covering key dimensions such as integration, cooperation, development, trade and investments, this book highlights the intricate and complex relationships between East African states, and it will be of interest to researchers working on economic development, international relations, peace and security, and African studies"--

"This book examines the relationship between flexible regional economic integration in the East African Community (EAC), through its application of variable geometry, and the establishment of the African Continental Free Trade Area (AfCFTA) as a continent-wide form of integration. It uses a historical, political, legal and economic analysis of the processes that led to the adoption of flexible regional integration in Africa, with particular regard to the EAC. This takes place in the inescapable context of pan-Africanism, showing how regional integration efforts in Africa are based on pan-Africanist ideals, and how an evolution of these ideals has led to an evolution in the goals of integration. With growing awareness of the weaknesses and impracticality of consensus-based decision-making on a global level, it makes the case for the pursuit of flexibility in multilateral trade, drawing lessons from the experience of the AfCFTA and blocs in other regions. This book is a historical evaluation of regional economic integration efforts in Africa and it follows the path of attempts to integrate the economies on the continent from colonial times to the birth of the AfCFTA. While it is a study in law, it relies heavily on politics, economics and history to weave together a more complete theory of economic integration based on the African experience. Flexible Regional Economic Integration in Africa was awarded the 2020 SIEL-Hart Prize in International Economic Law"--

"This book provides a systematic analysis of the establishment and decision-making processes concerning the institutional design of the East African Community (EAC) throughout the 1990s and discusses to what extent these were impacted and inspired by other regional organizations from Africa and Europe. Analysing the decision-making processes that led to the set-up of the EAC, the book explores the extent to which they were impacted by several other regional organizations, namely the Organization of African Unity (OAU), the Common Market for Eastern and Southern Africa (COMESA), the Southern African Development Community (SADC), the European Union (EU), and the first EAC. The findings indicate that the relevant east African state and non-state actors adopted substantial aspects from the first EAC, the EU, and the COMESA and adapted them to set up the current EAC. This book demonstrates that the perception of other regional organizations and their institutional design considerably effected the construction of the EAC; here, its own past provided crucial learning objectives, which challenges the notion of mimicry or replica regional organizations of the EU in the Global South. This work will be of particular interest to scholars and students of regional and international organizations, international relations, multilevel governance approaches as well as diffusion literature"--

"This book examines European countries' engagement in promoting regional integration in the East African Community (EAC). In addition to their usage of the European Union (EU), states employ other bilateral initiatives to channel their regional aid to the EAC. The book explores differing national interests and the decisions to engage with the EAC, both multilaterally via the EU and through their other bilateral channels. In addition to analyzing states' interests, the book goes further to examine how lack of coordination of those European initiatives cause various challenges in the EAC. It is shown how the EAC bureaucrats have to engage separately with the EU and its member states in their different channels, thus experiencing challenges in different stages of their aid project cycles, for instance in identification, implementation and reporting phases.
