Abstract

Thomas Straubhaar and Ingrid Hohenleitner outline the model of an unconditionally granted basic income. According to the authors, it can also be financed by Germany. They see the basic income as an opportunity to sustainably restructure the state budget and make the welfare state financially viable again for future generations. They show that new jobs of up to 1.17 million full-time jobs could be created, particularly in the low-wage sector. Michael Opielka sees the Althaus model as "a kind of combination wage for all". Part of the national income would be distributed to all. With a "mixture of pragmatism and idealism", the Solidarity Citizen's Income creates on the one hand a "real" labour market, but at the same time makes part-time work worthwhile and provides secure voluntary commitment and educational phases. With the Solidarity Citizen Income, wage differentiation in the lower income bracket no longer leads to poverty. The Solidarity Citizen Income of Dieter Althaus would be an important step on the way to more social solidarity, more subsidiarity and more (social) justice. Michael Schramm comes to this conclusion. In addition, the system of social security would be placed on an economically viable footing and the labour market and entrepreneurial forces would be stimulated.

The coronavirus has questioned many old principles. This also applies to the measurement of economic activities. Methods from the heyday of industrialisation no longer fit to the structural change, first towards a service society, later towards a digital economy and now towards a data economy. A reorientation is urgently needed. This is the focus of this book. The first part deals with the extent to which the current measurement of economic activities - i.e. in particular the gross domestic product and productivity data derived from it - is accompanied by problems that lead to analytical errors in diagnosing and forecasting economic developments. The second part provides an overview of new empirical approaches that can be used to better capture what is happening in the (data) economy.

Abstract

In January 1995, four Latin American countries, Argentina, Brazil, Uruguay and Paraguay joined their destinies within a common and ambitious enterprise called MERCOSUR. MERCOSUR, the Common Market of the South, represents an important economic integration area that generates a GDP of $US 600 billion, providing a market of 200 million people spread over an area of 12 million square km. Initially, MERCOSUR performance has been more than successful, as intra-MERCOSUR trade has increased significantly. However, the elimination of intra-MERCOSUR tariffs will not be efficient if at the same time the sharp variability of nominal exchange rates artificially affects the relative prices of different products. The question as to the choice of the optimal exchange rate system to be adopted among MERCOSUR countries becomes critical if MERCOSUR states attempt to go further along the path of increasing their trade flows of goods and services. The study contributes to filling this gap by providing some alternative answers to this issue. The analysis has been based on three pillars: a theoretical review of exchange rate systems; a review of the European experience; and an analysis of the Latin American experience.
