Abstract

Given the importance of the civilian workforce to the U.S. Department of Defense's (DoD's) cyber mission, it is imperative to understand how pay, promotion, and retention have varied over time and to continue to identify and refine strategies for retaining civilians with cyber expertise. After establishing that these personnel outcomes vary across cyber occupations and differ from the outcomes for the rest of DoD, the authors explore how training might be used as a retention lever for cyber employees. Training is an essential component of initial and ongoing skill development and is especially important in cyber, where technology changes at a rapid pace. Although training is necessary to ensure the continual productivity of the DoD cyber workforce, simulation results suggest that an aggressive training policy should be accompanied by the development of internal opportunities and by pay commensurate with external opportunities. Otherwise, trained personnel will have a relative disincentive to stay, assuming their training is equally valuable and remunerative elsewhere. Therefore, training policy should not be developed in isolation but in concert with internal pay, opportunities for advancement, and engaging work experiences.

Abstract

Drawbacks in the ability of current models to evaluate how many assets would be required to achieve a specific closure (delivery) date prompted RAND to recommend that the Joint Staff develop new models specifically to address mobility requirements issues for military transportation systems. RAND identified two technologies as promising: knowledge-based modeling and mathematical programming modeling. This report describes the development and operating characteristics of a family of strategic mobility models using the mathematical programming approach. It also includes the formulas and GAMs computer programs so that others can verify, duplicate, or extend the model.

Abstract

The dynamic retention model (DRM) has several rich and realistic features that make it well suited for analyzing the retention effects of alternative compensation policies and pension reform. It is a lifecycle model where retention decisions are made each year over an entire career and not just once. The model allows for uncertainty in future periods and recognizes that people might change their mind in the future as they get more information about staying in their current position and their external opportunities. The DRM is particularly suited to assess major structural changes in a compensation system that do not have any historical antecedent. This report summarizes RAND research on the DRM from a technical standpoint, drawing from many previous documents that have used and further extended the DRM.  The purpose is to provide researchers and analysts with the technical details of the DRM and recent extensions in one document rather than scattered across many. While the focus is on the technical aspects of the model, this report also provides an informal introduction to the model, as well as an annotated bibliography of the policy analyses conducted with the DRM and the published documents corresponding to each analysis.

Abstract

As the defense burden borne by reserve forces has increased, more attention has been paid to differences between retirement systems for the reserve and active components. This report analyzes the systems, discusses the importance of structuring compensation to enable management flexibility, considers obstacles and how they might be overcome, and provides a quantitative assessment of the reserve retention and cost effects of possible proposals.

Abstract

In the face of rising tuition costs and the increased importance of scholarships to meeting its commission mission, the Army designed a new scholarship program, known as the tiered scholarship program because it offered four different scholarship values (called tiers). Under the new program, enrollments at public colleges increased modestly and the Army controlled the total scholarship cost. But as feared, many fewer of the nation's most academically able students enrolled in ROTC, and the programs at the nation's most prestigious private colleges and universities were facing the prospect of closure. Based on these findings, the authors recommended and the Army implemented a high-value scholarship targeted to some prestigious private colleges. The study also analyzes several complete scholarship programs to replace the tiered scholarships. The analysis supports plans that continue to offer high-value scholarships at some prestigious private schools, while offering lower values at other schools. Although it would entail some significant tradeoffs, the authors have also presented a plan that would offer greater values to in-state students at public schools--a large potential market, especially if tuition increases in the private schools do not abate in the decade ahead. These offers would require congressional approval because the law currently prohibits the use of scholarships for room and board, which constitute the largest portion of these in-state students' expenses to attend college.

Abstract

This report describes the PACER SHARE Productivity and Personnel Management Demonstration and the plan that has been developed to evaluate it. The report also presents statistical results concerning the quality of work life, organizational flexibility, work quality, and cost savings during the baseline period prior to the demonstration and throughout the demonstration's first three years. PACER SHARE is a five-year demonstration being conducted at the Directorate of Distribution (DS) within the Sacramento Air Logistics Center (SM-ALC) under the legal authority of the Office of Personnel Management. Its purpose is to determine whether several changes in federal civil service practices being tried on an experimental basis will improve organizational productivity, flexibility, and quality of work life, while sustaining (or improving) the quality and timeliness of work and the capability to mobilize during emergency or wartime. The DSs at the four remaining ALCs (which perform similar functions) serve as the comparison sites. The demonstration formally began in February 1988 after several years of planning. If effective, the interventions will subsequently be considered for wider application.

Abstract

"The new Blended Retirement System (BRS) represents the first major change to the armed services' retirement system since the end of World War II. The analysis in this report assesses the potential impact of BRS on the U.S. Army Reserve (USAR) participation and continuation pay (CP) cost and provides predictions of opt-in behavior. A key finding is that USAR participation can be sustained relative to the legacy system if CP is set at optimized levels. Furthermore, CP levels affect the likelihood that currently serving members elect the BRS, thereby affecting USAR's time pattern of retirement cost, and cost savings, relative to the legacy system. The project's aim was to provide estimates of the change in costs for the USAR due to the BRS in the transition years and the number of participants, both as a result of new entry to the Army Reserve and election by serving members"--From back cover.
