Gaps in average college success among students of differing backgrounds have persisted in the United States for decades. One of the primary ways governments have attempted to ameliorate such gaps is by providing need-based grants, but little evidence exists on the impacts of such aid on longer-term outcomes such as college persistence and degree completion. We examine the effects of the Florida Student Access Grant (FSAG) using a regression-discontinuity strategy and exploiting the cut-off used to determine eligibility. We find grant eligibility had a positive effect on attendance, particularly at public four-year institutions. We also extend the literature by investigating the impact of aid on college success and find that eligibility for FSAG increased early persistence and the cumulative number of college-level credits students earned in their first four years. Most importantly, we find that FSAG increased the likelihood of bachelor's degree receipt within six years at a public college or university by 4.6 percentage points, which translates into a 22 percent increase among students near the eligibility cut-off. The results are robust to sensitivity analyses.

Lack of information and advising prior to college matriculation may contribute to poor post-secondary outcomes among non-traditional students. We conducted a large-scale, multi-arm field experiment with the U.S. Army to investigate whether a package of research-based personalized information and access to advising affects postsecondary choices and attainment among a large non-traditional adult population. We find no impact of the intervention on whether veterans enroll in college, on the quality of their college enrollment, or on their persistence in college. Our results suggest that influencing non-traditional populations' educational decisions and outcomes will require substantially more intensive programs.

We investigate the efficacy of text messaging campaigns to remind students about and support them with key steps in the college search, application, selection and transition process. First, in collaboration with the College Board and uAspire, both national non-profit organizations, we implemented text-message based outreach and advising to students in over 700 US high schools that primarily serve large shares of low-income students. Second, we collaborated with several school districts in the state of Texas to implement a school-based version of the intervention. In the national sample, treatment students received outreach approximately once per month from uAspire counselors, whereas in the Texas sample, treatment students received outreach once every one to two weeks from their high school counselors. In both samples, outreach began in Spring 2015 and continued through September 2016. We tested these interventions with concurrent cluster randomized control trials with randomization at the school level. In contrast to the national version of the intervention, which tended to produce null effects, the school-based intervention yielded positive and significant impacts on several college-going steps and on college enrollment for certain subgroups. We discuss key differences between the two versions of the intervention that may have contributed to these divergent results.

Do nudge interventions that have generated positive impacts at a local level maintain efficacy when scaled state or nationwide? What specific mechanisms explain the positive impacts of promising smaller-scale nudges? We investigate, through two randomized controlled trials, the impact of a national and state-level campaign to encourage students to apply for financial aid for college. The campaigns collectively reached over 800,000 students, with multiple treatment arms to investigate different potential mechanisms. We find no impacts on financial aid receipt or college enrollment overall or for any student subgroups. We find no evidence that different approaches to message framing, delivery, or timing, or access to one-on-one advising affected campaign efficacy. We discuss why nudge strategies that work locally may be hard to scale effectively.
