How do international organisations change? Many organisations expand into new areas or abandon programmes of work. This book argues that they do so not only at the collective direction of member states. Advocacy is a crucial but overlooked source of change in international organisations. Different actors can advocate for change: national diplomats, international bureaucrats, external experts, or civil society activists. They can use one of three advocacy strategies: social pressure, persuasion, and 'authority talk'. The success of each strategy depends on the presence of favourable conditions related to characteristics of advocates, targets, issues, and context. L'intervention militaire engagée par la France au Sahel tourne au fiasco. Lancée en janvier 2013, l'opération Serval ressemblait au départ à une success story. Les quelques centaines de djihadistes qui avaient pris le contrôle des principales villes du Nord-Mali furent mis en déroute. Des foules en liesse, brandissant ensemble les drapeaux français et malien, firent un triomphe à François Hollande lorsqu'il se rendit à Bamako.Tout cela n'était pourtant qu'un mirage. En quelques mois, l'opération Barkhane, qui prend le relais de Serval en juillet 2014, s'enlise. Les djihadistes regagnent du terrain au Mali et essaiment dans tout le Sahel : des groupes locaux, liés à Al-Qaïda ou à l'État islamique, se constituent et recrutent largement, profitant des injustices et de la misère pour se poser comme une alternative aux États déliquescents. Au fil des ans, la région s'enfonce dans un chaos sécuritaire et politique : les civils meurent par milliers et les coups d'État militaires se multiplient. Impuissante, la France est de plus en plus critiquée dans son " pré carré ".L'armée française, imprégnée d'idéologie coloniale et engluée dans les schémas obsolètes de la " guerre contre le terrorisme ", se montre incapable d'analyser correctement la situation. Prise en étau entre des décideurs français qui ne veulent pas perdre la face et des dirigeants africains qui fuient leurs responsabilités, elle multiplie les erreurs et les exactions. Des civils sont tués. Des informateurs sont abandonnés à la vengeance des djihadistes. Des manifestations " antifrançaises " sont violemment réprimées.Sous couvert de la lutte contre la " barbarie ", la France a renié les principes qu'elle prétend défendre sur la scène internationale. Le redéploiement du dispositif militaire français au Sahel, annoncé par Emmanuel Macron, n'y change rien : la France poursuit en Afrique de l'Ouest une guerre qui ne dit pas son nom, et sur laquelle les Français n'ont jamais eu leur mot à dire.
