Long description: Im Sommer 1931 ereignete sich in Deutschland eine der größten Finanzkrisen der modernen Zeit, die zum Fanal für den Untergang der Weimarer Republik wurde. Zuerst erklärte die deutsche Regierung das Reich für zahlungsunfähig, daraufhin brach das Bankensystem zusammen, und schliesslich konnte die Stabilität der Reichsmark nur noch durch die Einführung von Kapitalverkehrskontrollen gesichert werden. Dies wiederum löste eine weltweite Panik aus, die das globale Finanzsystem in seinen Grundfesten erschütterte und die Weltwirtschaft in eine tiefe Depression riss. Zu den triumphierenden Profiteuren der Krise zählte Adolf Hitler, der 1932 mit seiner NSDAP die stärkste politische Kraft in der Weimarer Republik wurde. Tobias Straumann beschreibt in seinem packenden Buch, warum Bankiers, Diplomaten und Politiker dabei scheiterten, diese Katastrophe zu verhindern, und damit entscheidend zum Aufstieg Hitlers beitrugen. Abstract

The Bank of Canada (BOC)'s framework for market operations and liquidity provision in normal times is comprehensive and well-articulated. System-wide liquidity conditions are stable, market rates are closely aligned with the announced policy rate, and the BOC has many channels to provide liquidity against a broad range of collateral. The planned modernization of the payment systems, with a move towards the real-time gross settlement (RTGS) platform, will likely result in a substantial increase in the demand for collateral. Therefore, the BOC should enhance its monitoring of collateral availability. Furthermore, the BOC should improve further its capacity to price collateral, including the use of theoretical models, and update its valuation of banks' loan portfolios more frequently.

Abstract

Financial repression resurfaced in the wake of the global financial crisis and may become a common feature in the post Coronavirus 2019 (COVID-19) world. To advance knowledge and inform policy advice, this paper presents a new database on interest rate controls, a popular form of financial repression, based on a survey with 108 countries representing 88 percent of global gross domestic product (GDP). The data cover such aspects of interest rate controls as types of controls, legal basis, intended objectives, methodologies, and enforcement rules. In an attempt to provide a meaningful characterization of the data, this paper also provides a preliminarily estimate of the degree of bindingness of the interest rate control regime in a country and presents simple correlations with other financial repression policies. The paper finally discusses general principles of an interest rate management policy that can minimize adverse side effects of binding controls while laying down the basis for a smooth transition or return to market determined interest rates.

"This book is a Festschrift to Annamaria Simonazzi and embraces the themes that she has contributed to over the years through her insightful and inspiring works. It brings together contributions from a number of distinguished European economists, who present a tribute to her and engage in a dialogue with her research, simultaneously reflecting on the process of growing economic disintegration in the European Union, its causes and possible remedies. The book shows the deep interrelations between macroeconomic issues and the social sphere, and points to the need to rethink the very foundations of European economic policies, as an effective antidote to growing imbalances and disintegration.
