The contributors to the volume analyze the EU from a surprisingly rare perspective, namely by exploring how it is influenced by multilateral institutions. There has recently been a dramatic increase in interaction between the EU and multilateral institutions, yet this interaction has almost without exception been studied from the bottom-up perspective. This volume reverses the causal arrow and shows that international institutions shape EU policies and the policy-making process, as well as acting as a source of preferences and strategies for EU stances internationally. The impact is (under certain conditions) strong and rather frequently unintended and unexpected. Sometimes the influence goes as far as to foster small-scale processes of EU integration. Scholars with expertise in different areas have contributed to this endeavour, thus allowing the volume to cover a wide range of international institutions and their effects on the EU.

International administrative law, or more precisely the law of the international civil service, has been the focus of increased attention in recent years. A part of the discussion has focused on the design of the justice mechanisms of international organizations, exemplified by the overhaul of the internal justice system of the United Nations in 2009. The internal justice systems of some international organizations have been subjected to scrutiny before some national courts, and the role and contribution of international administrative tribunals to the development of the law continue to be an important part of discussions of good governance and accountability of international organizations. The scope of powers of international institutions has always been surrounded by a sense of ambiguity. This has its source in the nature of the two main legal tools with which to construct powers; the doctrines of attributed/conferred powers and implied powers. This book illustrates the function of the two doctrines in a discourse on powers. Special attention is also paid to the move to a constitutional vocabulary as a way of transcending the dichotomy at the heart of diverging constructions of powers. Constitutionalization claims, the book argues, can be reproductions of different images of the proper extent of powers. The book is a reminder of the political nature of any construction of powers of international institutions.

"Development is a difficult endeavor in any environment, much more so in places such as Myanmar with its "perfect storm" of extreme poverty, international sanctions, political repression, and human rights violations, with concomitant conflicts within development organizations over norms and policies. This book examines how to effect successful development interventions in Myanmar. The author points out how practitioners have questioned universal economic prescriptions for development in ways that have not questioned the normative foundations behind their work. Ware does not argue for a facile moral relativism; he sees Myanmar as an egregious violator of human rights. He does call for "context sensitivity" to help organizations adapt their values to better meet the needs of client populations.
