Abstract

A majority of sub-Saharan Africa's population is not connected to electricity and piped water networks, and even in urban areas coverage is low. Lack of network coverage may be due to demand or supply-side factors. Some households may live in areas where access to piped water and electricity is feasible, but may not be able to pay for those services. Other households may be able to afford the services, but may live too far from the electric line or water pipe to have a choice to be connected to it. Given that the policy options for dealing with demand as opposed to supply-side issues are fairly different, it is important to try to measure the contributions of both types of factors in preventing better coverage of infrastructure services in the population. This paper shows how this can be done empirically using household survey data and provides results on the magnitude of both types of factors in explaining the coverage deficit of piped water and electricity services in urban areas for a large sample of African countries.

Abstract

Qualifiée d'« épidémie mondiale » par l'Organisation mondiale de la santé, l'obésité n'a cessé ces dernières années de mobiliser le milieu médical, de questionner les différentes instances scientifiques, d'interpeller le monde politique et de faire à intervalle régulier les grands titres des médias. Ses conséquences sont en effet multiples, tant sur le plan strictement sanitaire qu'économique ou social. Mais les dimensions sociales de l'obésité ne se réduisent pas à ses déterminants sociaux : niveaux et modes de vie, discriminations et stigmatisations dont sont victimes les personnes en surpoids ou encore normes et modèles d'esthétique corporelle. Pour dépasser l'apparente et souvent aveuglante évidence problématique du corps obèse, il convient de prendre en compte les controverses scientifiques qui traversent cette question afin de mettre au jour les jeux de concurrence et les stratégies conflictuelles entre acteurs du système médical, de l'agro-alimentaire, de l'industrie pharmaceutique, des médias et des différents ministères concernés. À travers l'obésité, ce sont bien les relations entre science, culture et société qui sont interrogées. Une fois les conditions de sa thématisation contemporaine analysées, il est possible de revenir à la question centrale de ce livre : quels peuvent être les apports des sciences sociales à la compréhension et à la prise en charge de ce sujet devenu « de société » ?
