Cet ouvrage pose une question importante qui est très souvent occultée : pourquoi des individus, qui ont normalement droit à des aides sociales, ne demandent-ils pas à en bénéficier ? Les systèmes de protection sociale, en permanente évolution, et les politiques de lutte contre l'exclusion, butent notamment sur cette difficulté : ceux qui auraient le plus besoin des aides publiques pour les aider à se réinsérer ne recourent pas toujours aux prestations qui leur sont destinées. Le phénomène a été mis en évidence pour la France, mais aussi à l'échelle européenne. L'ouvrage présente les meilleures études sur l'extension d'un problème encore très mal connu. Il essaie aussi de fournir des explications, qui relèvent à la fois de la psychologie sociale et de l'étude des politiques publiques en action. On peut incriminer des défaillances dans les dispositifs d'action sociale mais il existe aussi des formes de repli volontaire des individus, qui manifestent une perte de confiance dans l'offre publique. L'accès égalitaire de tous aux droits sociaux n'a en fait rien d'automatique. Cet ouvrage traite ce sujet capital pour la cohésion sociale de façon très didactique.

Have globalization pressures and neo-liberal ideas led to convergence in how countries respond to welfare claimants? Through ethnographic case studies of social assistance offices in the United States, Germany and Sweden, Agents of the Welfare State demonstrates persistent diversity in how states structure needs assessment and activation efforts, contrasting a bureaucratic, flat-grant system in the U.S., with German and Swedish programs in which individualized assessment is a core organizational task. It shows how responsiveness in these European programs is institutionalized through nationally distinct legal foundations, professional traditions, and resource networks, while revealing how resource scarcities threaten to erode these capabilities.
