Abstract

Le Cadre d’action pour l’investissement est destiné à mobiliser l’investissement privé au service d’une croissance régulière et d’un développement durable. Il a donc pour but de contribuer à la prospérité des pays et de leurs citoyens et à la lutte contre la pauvreté. S’appuyant sur les bonnes pratiques des pays membres de l’OCDE et des pays non membres ; le Cadre articule une série de questions que les gouvernements doivent prendre en compte dans dix domaines d’action que le Consensus de Monterrey identifie comme ayant une incidence critique sur la qualité des conditions de l’investissement dans les pays, y compris pour les petites entreprises et les investisseurs étrangers. Ces questions sont les suivantes : politique d’investissement promotion et facilitation de l’investissement échanges concurrence fiscalité gouvernement d’entreprise comportement responsable des entreprises mise en valeur des ressources humaines développement des infrastructures et du secteur financier gouvernance publique Son objectif essentiel est d’encourager les gouvernements à se poser les bonnes questions sur leur économie, leurs institutions et le cadre de leurs politiques afin de définir leurs priorités, de mettre en place un ensemble cohérent de mesures et de faire le point sur les progrès accomplis. Le Cadre a été mis au point par un groupe de travail composé de représentants d'environ 60 gouvernements, avec une participation active de la Banque mondiale et d’autres organisations internationales, les organisations patronales et syndicales ainsi que d’autres organisations de la société civile.

Abstract

Throughout history water has confronted humanity with some of its greatest challenges. Water is a source of life and a natural resource that sustains our environments and supports livelihoods - but it is also a source of risk and vulnerability. In the early 21st Century, prospects for human development are threatened by a deepening global water crisis. Debunking the myth that the crisis is the result of scarcity, this report argues poverty, power and inequality are at the heart of the problem. *Investigates the underlying causes and consequences of a crisis that leaves 1.2 billion people without access to safe water and 2.6 billion without access to sanitation *Examines the social and economic forces that are driving water shortages and marginalizing the poor in agriculture and examines the scope for international cooperation to resolve cross-border tensions in water management *Includes special contributions from Gordon Brown and Ngozi Okonjo-Iweala, President Lula, President Carter, and the UN Secretary General, Kofi Annan.

Abstract

Supporting young people's transition to adulthood poses important opportunities and risky challenges for development policy. Are education systems preparing young people to cope with the demands of changing economies? What kind of support do they get as they enter the labor market? Can they move freely to where the jobs are? What can be done to help them avoid serious consequences of risky behavior, such as death from HIV-AIDS and drug abuse? Can their creative energy be directed productively to support development thinking?The report focuses on crucial capabilities and transitions in a young person's life: learning for life and work, staying healthy, working, forming families, and exercising citizenship. For each, there are opportunities and risks; for all, policies and institutions matter.
