Flanders has had a Government Architect since 1999. The Government Architect advises public commissioning authorities with the aim of promoting the quality of architecture and the built environment. One of the methods used for this purpose is the Open Call. In the essays in this book, eight authors discuss, from different perspectives, why this influential ‘competition’ is not quite an architecture competition while at the same time being much more. Did architectural criticism in the 1990s help to pave the way for the Government Architect position and the Open Call? Does the key to quality lie in smart procedures? What is a ‘strong’ public commissioner in a democratic system? What does the Flemish Government Architect do and what has the Open Call achieved over the past twenty years? What do the distinct projects mean in their broader spatial context? Can architects satisfy a collective desire with singular designs? To what extent is the Open Call in line with the broadening of the practice of architecture and the evolving competition culture? Looking back on two decades of public commissions, this book presents current reflections on these issues.

De eerste publicatie over het gebouw van de Academia Belgica in Rome, een residentieplaats en onderzoekscentrum voor Belgische kunstenaars en onderzoekers in Rome. Het gebouw werd opgetrokken tussen 1937 en 1939 door een Italiaanse en een Belgische architect, in een zowel modernistische als art-decostijl. Niet enkel de buitenkant is bewaard gebleven, maar ook grote delen van de interieurdecoratie en het meubilair. Dit boek behandelt de verschillende uitvoeringsfases van het originele gebouw en het interieurontwerpprogramma – in de context van de culturele en politieke uitwisseling tussen België en Italië in het interbellum. Het is rijkelijk geïllustreerd met originele foto’s van de architectuur en het interieur van het gebouw, architectuurplannen, tekeningen en ontwerpen. Aan de Belgische fotograaf Maxime Delvaux werd gevraagd om een nieuwe reeks foto’s te maken van het gebouw zoals het vandaag is en die zijn ook in het boek opgenomen.

Sinds 1999 heeft Vlaanderen een Bouwmeester. Die adviseert publieke opdrachtgevers met het doel de kwaliteit van de architectuur en de gebouwde omgeving te bevorderen. Een van de methodes die daartoe worden ingezet, is de Open Oproep. In een reeks essays wordt hier, vanuit verschillende invalshoeken, belicht waarom deze invloedrijke ‘wedstrijd’ net geen architectuurwedstrijd wil zijn, en tegelijk veel meer is. Baande architectuurkritiek in de jaren ’90 mee de weg voor het bouwmeesterschap en de Open Oproep? Ligt de sleutel tot kwaliteit in slimme processen? Wat is een ‘sterke’ publieke opdrachtgever in een democratisch bestel? Wat doet de Vlaamse Bouwmeester en wat heeft de Open Oproep in twintig jaar tijd teweeggebracht? Wat betekenen de afzonderlijke projecten in hun bredere ruimtelijke context? Kunnen architecten met singuliere ontwerpen tegemoetkomen aan een collectief verlangen? Hoe spoort de Open Oproep met de verbreding van de architectuurpraktijk en de evoluerende wedstrijdcultuur? Acht auteurs blikken terug op twee decennia architectuur in publieke opdracht en reiken actuele reflecties aan.

Au cours des dix dernières années, l'univers architectural du chemin de fer, longtemps laissé en l'état, s'est dépoussiéré et modernisé sous l'impulsion artistique de l'architecte Jean-Marie Dutilleul au sein de l'AREP, bureau d'études filiale de la SNCF. Les gares se sont adaptées à l'arrivée des trains à grande vitesse, de l'Eurostar, du Thalys, de l'ICE... Elles accueillent de nouveaux services aux usagers, des commerces, des espaces conviviaux. Chacun peut mesurer la qualité des aménagements réalisés ou en cours dans les gares de Paris-Nord, Versailles-Chantiers, Montpellier, Saint-Etienne, Marseille Saint Charles, Strasbourg, Valence, Mans, Angers... De nouvelles stations apparaissent et structurent les paysages ruraux et urbains à l'exemple de celle de Perpignan, de la Rochelle ou encore d'Avignon qui s'inscrit magnifiquement dans le site de la Durance. Le savoir-faire français en la matière est désormais reconnu internationalement et l'AREP s'est vue confié la construction de la gare sud de Shanghai qui évoque le cercle céleste, celle de Pékin Xizhimen avec ses trois tours en ogive de 100 mètres de hauteur, celle de Porta Susa à Turin, grande chenille vitrée en cours de construction... Les interventions de l'AREP sur les gares existantes sont toujours faites dans un esprit patrimonial et les gares nouvelles visent autant à s'intégrer dans les sites qu'à offrir de nouvelles perspectives et affirmer la symbolique du mouvement. In the early modern European city, public buildings were the main pillars of the political, mercantile and social infrastructure. In a first attempt to create a preliminary overview of current knowledge in various European countries, the IIIe and Ve Rencontres d’Architecture Européenne, held in 2006 and 2008 at Utrecht University, The Netherlands, in cooperation with the Centre André Chastel, Paris, were dedicated to this subject. In these two meetings, architectural historians from all over Europe discussed the results of their research on the development of various types of public building in the various European regions between the late fifteenth and mid-eighteenth century. This publication brings together most of the contributions to these two conferences, subdivided into three categories: * buildings erected for government and justice * buildings serving mercantile functions * buildings for education, health and social care. Konrad Ottenheym is professor for Architectural History at Utrecht University. Krista De Jonge is professor Architectural history at the Catholic University Leuven. Monique Chatenet is senior researcher at the Centre André Chastel/Sorbonne Paris-IV, Paris.
