Ever since newspaper companies first turned to their governments for support in the 1950s, print media has been supported by state aid in many parts of the world. Today, the principles and practicalities of these subsidies have been called into question, endangering the secure funding of expensive high-quality press output. This book provides a comprehensive analysis of today’s global challenges in the print news media’s struggle for survival. It presents current practices concerning government subsidies to newspapers for political, economic, and socio-cultural purposes against the background of declining readership and revenues, increased inter-media competition, austerity budgets imposed on national economies and shifting audience tastes. Using the insights of theoretical debates in the fields of media economics, media governance, and modern management theory, the book analyses these issues by investigating the power of government subsidies to shape and control newspaper markets. Il n’existe pas de loi sur la presse ou de code de la presse embrassant l’ensemble de la matière dans un texte autonome. Au moment de rédiger la première édition de notre livre en 1999, il nous avait semblé particulièrement utile et urgent de définir les droits et obligations du journaliste. Cette démarche de définition et de délimitation est essentielle si l’on veut promouvoir une vraie liberté d’expression et d’information, peu importe le support technique de diffusion.L’objectif de cette nouvelle édition est de prolonger ce travail d’éclairage dans un contexte technologique en perpétuelle révolution qui impose d’analyser les médias de manière globale et transversale. La presse écrite historiquement rattachée au papier imprimé se développe sur les supports électroniques. Elle s’ouvre au son et à l’image, alors que la presse audiovisuelle utilise le texte pour présenter ses contenus sur internet ou pour développer ses services. Les réseaux sociaux fournissent de nouveaux espaces de communication. La télévision connectée permet de voir à la fois des programmes diffusés par les éditeurs audiovisuels et des contenus diffusés sur des sites internet. Cette troisième édition procède à une mise à jour complète des différents aspects de la matière : - la législation, avec notamment la loi du 7 avril 2005 protégeant le secret des sources journalistiques et le nouveau décret sur les services de médias audiovisuels ; - la jurisprudence, avec des décisions importantes concernant entre autres la censure, la vie privée, le droit à l’image, la dignité humaine, la présomption d’innocence, le racisme ou la discrimination ; - la déontologie, avec notamment la création du Conseil de déontologie journalistique ; - l’abondante doctrine qui a été publiée dans ce domaine. Cet ouvrage de référence s’adresse aux professionnels des médias (journalistes, producteurs, éditeurs), aux juristes (magistrats et avocats), aux professeurs et étudiants, mais aussi à tous ceux qui, acteurs ou spectateurs, personnalités ou simples citoyens, s’intéressent au monde de la presse.
