Lorsque les printemps arabes éclatent en 2011, le role de l'Union européenne est mis en question. Quels rapports entretenait-elle avec les gouvernements autoritaires et les sociétés civiles du pourtour méditerranéen? A-t-elle, par son silence ou ses relations économiques et politiques, cautionné des régimes contestés? Quel bilan lui attribuer et quelles sont ses perspectives en matière de soutien à la démocratisation? Dans cet ouvrage, Leila Mouhib décrypte les politiques européennes de promotion de la démocratie dans le monde arabe, à travers les cas de la Tunisie et du Maroc. Les déterminants de telles politiques sont analysés de manière fine en démontant les rouages de la complexité institutionnelle européenne et en donnant la parole aux acteurs, de la conception à la mise en œuvre. La conclusion suggère que l'action extérieure de l'UE n?a pas connu de changement radical après les "printemps arabes". La promotion de la démocratie par les institutions européennes est en effet un processus répondant bien moins à des stimuli extérieurs qu'à leurs logiques de fonctionnement internes.

Published continuously since 1951, it features articles in French and English in the various fields of anthropology, without regional or time limitations. Revived in 2002 with a new editorial board and a new subtitle (Revue internationale d'anthropologie et de sciences humaines), Civilisations particularly encourage the submission of articles where anthropological approaches meet other social sciences, to better tackle processes of society making.
