Norðurlönd eiga að vera besti staður í heimi fyrir börn og ungmenni.Þetta er meginframtíðarsýnin í stefnu Norrænu ráðherranefndarinnar í málefnum barna og ungmennaá Norðurlöndum sem samstarfsráðherrar Norðurlanda (MR-SAM) samþykktu árið 2009. Í stefnunni er tekið framað börn og ungmenni (0-25 ára) séu forgangshópur í starfi Norrænu ráðherranefndarinnar og að markmiðið með þvíað vinna að málefnum barna og ungmenna á vettvangi Norrænu ráðherranefndarinnar sé að bæta lífsskilyrði barna og ungmenna og að auka áhrif þeirra.

Norrænt æskulýossamstarf. Bæklingurinn Leioin til áhrifa er gefinn út af Norrænu æskulýosnefndinni (NUK). Norrænaæskulýosnefndin er ráogjafi Norrænu ráoherranefndarinnar í öllum málum sem snúa ao börnumog ungu fólki og sinnir einnig samhæfingu á því svioi. NUK hefur á stefnuskrá sinni ao börn ogungt fólk geti tekio virkan þátt í norrænu samstarfi óháo bakgrunni og búsetu á Norourlöndum.Þao er einnig verkefni NUK ao kynna norrænar rannsóknir á svioi ungs fólks og ao samhæfa norrænt samstarf um málefni barna og ungs fólks á evrópskum vettvangi. NUK veitir einnig tvennskonar styrki. Styrki til verkefna og styrki til samvinnu á milli norræna æskulýossamtaka.
