Abstract

This Special Issue is a platform to fill the gaps in drought risk analysis with field experience and expertise. It covers (1) robust index development for effective drought monitoring; (2) risk analysis framework development and early warning systems; (3) impact investigations on hydrological and agricultural sectors; (4) environmental change impact analyses. The articles in the Special Issue cover a wide geographic range, across China, Taiwan, Korea, and the Indo-China peninsula, which covers many contrasting climate conditions. Hence, the results have global implications: the data, analysis/modeling, methodologies, and conclusions lay a solid foundation for enhancing our scientific knowledge of drought mechanisms and relationships to various environmental conditions.

Abstract

This Special Issue opens a new field of research in certain emerging innovative instruments, because it provides an in-depth revision of the main aspects of institutions and instruments available for the management and governance of droughts and water scarcity. The key aspects that institutions may tackle not only include the increasing water scarcity in many regions around the world but also the increasing frequency and impact of droughts on economic and natural systems. Some of the included papers analyze critical issues, such as the state and future trends of water markets; the estimation of transaction costs when dealing with drought management; and the use of new instruments, such as insurance and water-rights entitlements, which include water security, water-pricing effects on the whole basin level, and intra- and inter-sectorial re-allocation. The important issues regarding non-conventional water supply and the governance of the new resources also feature as the focus of some of the contributions.

Abstract

Many people live in rural areas in tropical regions. Rural development is not merely a contribution to the growth of individual countries. It can be a way to reduce poverty and to increase access to water, health care, and education. Sustainable rural development can also help stop deforestation and reduce livestock, which generate most of the greenhouse gas emissions. However, efforts to achieve a sustainable rural development are often thwarted by floods, drought, heat waves, and hurricanes, which local communities are not very prepared to tackle. Agricultural practices and local planning are still not very risk-informed. These deficiencies are particularly acute in tropical regions, where many Least Developed Countries are located and where there is, however, great potential for rural development. This Special Issue contains 22 studies on best practices for risk awareness; on local risk reduction; on several cases of soil depletion, water pollution, and sustainable access to safe water; and on agronomy, earth sciences, ecology, economy, environmental engineering, geomatics, materials science, and spatial and regional planning in 12 tropical countries.
