Abstract

This book examines the evolution of the state of exception in which the Turkish Cypriot community has developed and how its relationship with Turkey has been transformed. It aims at a comprehensive understanding of the circumstances which led to the emergence of a Turkish Cypriot state of exception, as well as the procedures which led to the strengthening of resistance against its normalization. For a more comprehensive decoding of the aforementioned, this book studies the presence of Turkey in the everyday life of Turkish Cypriots in the framework of colonial politics. It examines in detail the transformation of the Cypriot space as it resulted from the pursuit for normalization of the state of exception. At the same time, however, this research underlines the ways in which the Turkish Cypriot opposition hinders the normalization of the state of exception through an alternative political program against the partition of Cyprus. The book aims to contribute to the broader academic research on states of exception and non-recognized state structures, through analyzing the ruptures caused in the hegemonic project. The research concerns the 1964–2004 period and is mainly, but not entirely, based on a large volume of primary sources. Abstract

When nations divide, whether peacefully or through violence, there are many issues beyond politics to negotiate in the aftermath. Understanding the concerns that are likely to confront separated states is vital in establishing stability in new states. Examining case studies in Africa, Europe, and Asia, international security expert Gregory Treverton provides a detailed guide to recent national divisions that range from the partition of India to the secession of Eritrea from Ethiopia. Dividing Divided States offers an overview of the ways different states have handled such contentious issues as security and citizenship, oil and water resources, assets and liabilities, and the rights of pastoralist groups. In each case, Treverton considers how the root causes of secession—such as long-simmering conflicts, nationalist politics, and changed geopolitical circumstances—impact the effectiveness of policies that form new nations. Dividing Divided States serves as both a source of ideas for future secession policies and a reminder that, while the motivations and outcomes of secessions may differ widely, separating states face similar challenges in dividing populations, natural resources, and state resources. "Based on three decades of fieldwork throughout the developing world, Scars of Partition is the first book to systematically evaluate the long-term implications of French and British styles of colonialism and decolonization for ordinary people throughout the so-called Third World. It pays particular attention to the contemporary legacies of artificial boundaries superimposed by Britain and France that continue to divide indigenous peoples into separate postcolonial states. In so doing, it uniquely illustrates how the distinctive stamps of France and Britain continue to mark daily life along and behind these inherited borders in Africa, Asia, Oceania, and the Caribbean. Scars of Partition draws on political science, anthropology, history, and geography to examine six cases of indigenous, indentured, and enslaved peoples partitioned by colonialism in West Africa, West Indies, South Pacific, Southeast Asia, South India, and the Indian Ocean. William F. S. Abstract

In Jerusalem and Northern Ireland, territorial disputes have often seemed indivisible, unable to be solved through negotiation, and prone to violence and war. This book challenges the conventional wisdom that these conflicts were the inevitable result of clashing identities, religions, and attachments to the land. On the contrary, it was radical political rhetoric, and not ancient hatreds, that rendered these territories indivisible. Stacie Goddard traces the roots of territorial indivisibility to politicians' strategies for legitimating their claims to territory. When bargaining over territory, politicians utilize rhetoric to appeal to their domestic audiences and undercut the claims of their opponents. However, this strategy has unintended consequences; by resonating with some coalitions and appearing unacceptable to others, politicians' rhetoric can lock them into positions in which they are unable to recognize the legitimacy of their opponent's demands. As a result, politicians come to negotiations with incompatible claims, constructing territory as indivisible.
