Traces the dynamics of state-building in Juba, Southern Sudan 2005-2011, revealing how underlying ties of ethnicity and land dominated the actions of the various parties in post-conflict reconstruction and how these may continue to influence power and resource-sharing in the newly independent state of South Sudan. Naseem Badiey examines the local dynamics of the emerging capital city of Juba, Southern Sudan, during the historically pivotal transition period following the 2005 Comprehensive Peace Agreement (CPA). Focusing on the intersections of land tenure reform and urban development, she challenges the dominant paradigm of 'post-conflict reconstruction' and re-conceptualizes state-building as a social process underpinned by negotiation. Badiey explores local resistance to reconstruction programmes, debates over the interpretation of peace settlements, and competing claims to land and resources not as problems to be solved through interventions but as negotiations of authority which are fundamental to shaping the character of the 'state'. While donors and aid agency officials anticipated clashes between the Government of Sudan and the Sudan People's Liberation Movement (SPLM) following the CPA, they did not foresee internal divisions that impeded reconstruction in Southern Sudan, raising serious questions about the viability of an independent state. In Juba local elites interpreted the CPA in line with their economic and political interests, using claims to land, authority and political power to challenge the SPLM's agenda for urban reconstruction. In revealing how local actors strategically interpreted the framework of land rights in Southern Sudan, the book offers a basis for understanding the challenges that confront the nascent South Sudan's state-builders and their international partners in the future. Joint Winner of the Amaury Talbot Prize for African Anthropology 2014. How and where did returning Nuer refugees make their 'homes' in southern Sudan? How were gender relations and identity redefined as a result of war, displacement and return to post-war communities? And how were those displaced able to recreate a sense of home, community and nation? During the civil wars in southern Sudan (1983-2005) many of the displaced Sudanese, including many Nuer, were in refugee camps in Kenya and Ethiopia. In the aftermath of the Comprehensive Peace Agreement, they repatriated to southern Sudan. Faced with finding long-lost relatives and local expectations of 'proper behaviour', they often felt displaced again. This book follows the lives of a group of Nuer in the Greater Upper Nile region. The narratives of those displaced and those who stayed behind reveal the complexity of social change, in particular, the crucial yet relatively unconsidered transformation of gender and generational relations, and how this has impacted on state formation in what is now South Sudan. The Responsibility to Protect, the report of the International Commission on Intervention and State Sovereignty (ICISS), focused on three international responsibilities in the area of human security: the responsibility to prevent, the responsibility to react, and the responsibility to rebuild. The report acknowledged the difficulty of identifying countries likely to experience widespread civil violence and then predicting when this would occur. But the authors of this book submit that if ever a case of a “responsibly to prevent” was possible to anticipate, South Sudan was it. A Comprehensive Peace Agreement (CPA) ended the Sudanese second civil war in 2005 with a call for a referendum to be held in South Sudan in 2011 to determine the region’s future, In the event, an overwhelming majority voted for independence for the region. The question that motivated this book is whether the CPA would set in motion a process resulting in yet another brutal conflict, and, if that conflict was widely predicted, what should be the response of the international community in terms of “responsibility to prevent”? Mass media coverage has been identified as an important factor in mobilizing the international community into action in crisis and potential crisis situations; however, the impact of media reporting on actual decision-making is unclear. Thirty-plus years of research has demonstrated consistent agenda-setting effects, while a more recent stream of research has confirmed significant framing effects, the latter most likely to occur in cases where advocacy framing is used. This book examines the way in which the press in Canada and the United States interpreted the potential for violence that accompanied South Sudan’s independence in 2011, and whether or not their governments had a responsibility to prevent.

Over the past two decades, the situation in Africa's largest country, Sudan, has progressively deteriorated: the country is in second position on the Failed States Index, a war in Darfur has claimed hundreds of thousands of deaths, President Bashir has been indicted by the International Criminal Court, a forthcoming referendum on independence for Southern Sudan threatens to split the country violently apart. In this fascinating and immensely readable book, the Africa editor of the Economist gives an absorbing account of Sudan's descent into failure and what some have called genocide. Drawing on interviews with many of the main players, Richard Cockett explains how and why Sudan has disintegrated, looking in particular at the country's complex relationship with the wider world. He shows how the United States and Britain were initially complicit in Darfur-but also how a broad coalition of human-rights activists, right-wing Christians, and opponents of slavery succeeded in bringing the issues to prominence in the United States and creating an impetus for change at the highest level.

The first Canadian diplomat to be posted to war-torn Sudan, Nicholas Coghlan was a natural choice to lead Canada’s representation in the new Republic of South Sudan soon after the country was founded in 2011. In late 2013, Coghlan and his wife Jenny were in the capital, Juba, when it erupted in gunfire and civil war pitted one half of the army against the other, Vice-President Machar against President Kiir, and the Nuer tribe against the Dinka. This action-focused narrative, grounded by accounts of meetings with key leaders and travels throughout the dangerous, impoverished hinterland of South Sudan, explains what happened in December 2013 and why. South Sudan is the world's youngest independent country. Established in 2011 after two wars, South Sudan has since reverted to a state of devastating civil strife. This book provides a general history of the new country, from the arrival of Turco-Egyptian explorers in Upper Nile, the turbulence of the Mahdist revolutionary period, the chaos of the 'Scramble for Africa', during which the South was prey to European and African adventurers and empire builders, to the Anglo-Egyptian colonial era. Special attention is paid to the period since Sudanese independence in 1956, when Southern disaffection grew into outright war, from the 1960s to 1972, and from 1983 until the Comprehensive Peace of 2005, and to the transition to South Sudan's independence. The book concludes with coverage of events since then, which since December 2013 have assumed the character of civil war, and with insights into what the future might hold.
