This volume draws together academics and think tank experts to explore the revised European Neighborhood Policy (ENP) and EU Global Strategy (EUGS) towards the Southern Neighborhood, in the context of the Arab Uprisings and conflict, counter-terrorism cooperation, the Mediterranean refugee crisis, energy developments in the Eastern Mediterranean, shifting interactions with and between international partners, and the fallout from Covid-19. Covering aspects such as actorness, power and alliances, history, socioeconomics, domestic politics, regime security, and the regional security complex, the authors provide a comprehensive and theoretically rich analysis of EU policy inputs, southern neighborhood interests and responses, as well as new strategy proposals aimed at enhancing human security. EU external democracy promotion has traditionally been based on 'linkage', i.e. bottom-up support for democratic forces in third countries, and 'leverage', i.e. the top-down inducement of political elites towards democratic reforms through political conditionality. The advent of the European Neighbourhood Policy and new forms of association have introduced a new, third model of democracy promotion which rests in functional cooperation between administrations. This volume comparatively defines and assesses these three models of external democracy promotion in the EU's relations with its eastern and southern neighbours. It argues that while 'linkage' has hitherto failed to produce tangible outcomes, and the success of 'leverage' has basically been tied to an EU membership perspective, the 'governance' model of democracy promotion bears greater potential beyond the circle of candidate countries.This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU's most tangible form of democratic governance promotion in the future. This book analyses the revised European Neighbourhood Policy (ENP) which entered into force in May 2011, thereby replacing its predecessor of 2003/2004. The edited volume provides a structured and comprehensive overview of the most recent developments in EU foreign policy (EUFP) towards the EU?s southern and eastern neighbourhood through the prism of continuity and change. By critically examining EU action and inaction in the framework of the 2011 ENP, it also puts the ENP's most recent review of 2015 in perspective. Topics covered include: conceptual, theoretical and methodological issues; the legal and institutional aspects of the revised ENP and the changes brought by the entering into force of the Lisbon Treaty; and conflicts and crises in the EU?s neighbourhood, such as the Western Sahara conflict, the Israeli-Palestinian conflict, the South Caucasus conflicts and the crisis in Ukraine. The authors also focus on sectoral cooperation, analysing the changes brought by the revised ENP of 2011 in the domains of energy cooperation and migration. In light of their geographical proximity and crucial strategic importance, the European Union (EU) has long identified cooperation with the countries of the Mediterranean region a central priority of its external relations and has developed a complex set of policies and instruments. Yet, there is a certain academic consensus that EU external policies in the area did not live up to their original expectations, insofar as little progress was made to accomplish the proclaimed goals while the implementation of structural reforms proved to be extremely problematic. These deficiencies in EU Mediterranean policies are symptomatic of what is a greater challenge in EU external policy-making: the struggle for implementation. This book analyses the implementation of the European Neighbourhood Policy in the Mediterranean, focusing on specific programs financed under the European Neighbourhood Policy Instrument in the years before and after the Arab uprisings. Building on a comparative analysis of two Maghreb countries, Tunisia and Morocco, it provides an in-depth investigation on the role of domestic actors in constraining or providing points of opportunity for the implementation of the ENP. The book presents new empirical data and, by focusing on the role of local actors in the neighbouring countries, it offers interesting insights not only into the ENPI complex processes of implementation, but also on the challenges of the E U in the region and the state of relations with the Southern neighbourhood. Through the prism of the European Neighbourhood Policy, the book provides a window into the internal politics and relevant issues of Maghreb countries. It will therefore be a valuable resource for students and scholars of European and Mediterranean Studies, as well as those interested in EU international relations
