Abstract

This is an open access book. This book is an integration of keynote speeches, lectures, and related teaching materials during the five years of the "Central Bank Policy Mix: Issues, Challenges and Policy Responses" flagship program of the BI Institute, the learning and research centre of Bank Indonesia. The book examines the interactions among central bank policies including monetary policy, exchange rate policy, macroprudential policy, and capital flow management and also elaborates on modeling issues and quantitative analysis of the interaction between macroeconomic variables and policy instruments.

Abstract

The April 2015 LAC Semiannual Report covers the short-term prospects and provides an analysis of the external factors affecting the region's economic performance. The first chapter expands on LAC's economic outlook paying special attention to the global context and its effect on LAC's economic performance. In this first Chapter we argue that the region experienced an external shock that has shaped growth in recent years, and that this shock is likely here to stay. Chapter 2 discusses the policy space available for LAC countries as they try to accommodate to the current global context. In particular, the first part of the second Chapter discusses the rather limited monetary fiscal and monetary space currently present in the region. The second part of the Chapter argues part of this limited policy space is associated to LAC's relatively low savings rate. Moreover, the Chapter shows that in addition to the potential positive effects that higher savings could have on policy space, it could also have a beneficial effect on long-term growth.

Abstract

This master thesis presents the main intuitions related to the optimal monetary policy and optimal fiscal-monetary policy mix literature, considering the zero lower bound on the nominal interest rate, through three main branches: the stabilization trade-off between prices and output gap, the history-dependent policy, and the counter-cyclical policy. The main results are, at the zero lower bound, firstly, an optimal monetary policy should commit to a history-dependent policy in order to stimulate the aggregate demand and reduce the deflation expectations, secondly, combining the monetary and fiscal history-dependent policy allows to create an inflationary and output boom, thirdly, a counter-cyclical fiscal policy regarding the government spending is effective. The thesis ends with an application to the case of the euro area, mainly through the analysis of the various crisis over the past fourteen years, and presents one personal economic avenue for improving the policy mix in the euro area: the implementation of an optimal forward-guidance policy mix.
