"Kazakhstan has made important gains in gender equality over the past decade, but gaps still remain. This OECD Review of Gender Policy Delivery in Kazakhstan comes at a moment when Kazakhstan is developing a new Gender Equality and Family Policy up to 2030 which seeks to enable equality of rights, benefits, responsibilities, and opportunities for men and women in all areas of social life, and eliminate all forms of gender discrimination. This review examines the institutional, policy-making and accountability frameworks for advancing and sustaining gender equality and mainstreaming initiatives. Policy makers bemoan the lack of research findings to guide urgent decisions, whereas researchers' professional code puts rigor first. This article argues that provisional assessments, produced early in the research cycle, can bridge the gap. Numerous case studies point to the importance of early interaction with policy makers and the delivery of brief, policy-focused papers; but preliminary analyses may be flawed and so increase the chances of a wrong decision. This article emonstrates analytically that a preliminary assessment, supported by the offer of more refined research, provides an option that is superior, on average, to the current practice of submitting a final report at the end of the research cycle. Where practical implementation is concerned, it calls for donor-funded subsidies to promote the use of provisional assessments and for a rapid, independent, professional review process to ensure their quality. While the research-policy exchange in developing countries is a complex, context-specific phenomenon, the proposal offered here holds out some promise of improving decisions in the public sphere under a wide range of circumstances.

Since 1990 migration flows from Albania have been massive, relative to the size of the country and its population, but they have also fluctuated over time. This paper presents and discusses various descriptive trends, mainly in graphical form. The data come from the Albanian Living Standards Measurement Survey, 2005 round, and cover the period 1990-2004. The resulting observed trends reflect changing push and pull factors in Albania and the two main host countries, Greece and Italy. The paper also presents a hazard approach to modeling Albanian emigration and return migration. This analysis highlights, among other things, the relevance of networks in Albanian migration dynamics, both to promote emigration and to delay return.

"This book explores the discourse on conflict prevention and peacebuilding by bringing together researchers from China and Switzerland over a series policy dialogues.The Charter of the United Nations, adopted in the immediate aftermath of World War II, is clear about the fundamental necessity for the international community to act in partnership to prevent violent conflict. Given recent shifts in global power dynamics, there is an apparent need for international policy issues to be addressed in ways that are inclusive of a wider variety of perspectives and approaches. Chinese policy actors are increasingly interested in fostering their own discourse on issues of prevention and peacebuilding, rooted in Chinese experience, and engaging with peers from other contexts.
