Nicht-territoriale Autonomie erwies sich dabei als flexibles Instrument, das sich an unterschiedliche politische und ideologische Rahmenbedingungen anpassen konnte. This book explores the practice of non-territorial autonomy, a concept based on collective rights and used to address national diversity within a single state. It examines its strands of development and the processes of transfer in the Habsburg monarchy and Russia, connecting them to processes in the interwar period. The flexible instrument was able to adapt to different political and ideological frameworks.

In A Dialogical Concept of Minority Rights , Hanna H. Wei demonstrates that a more plausible and realistic concept of minority rights should consist of not only rights against the state but also rights against the group . She formulates and defends three separate but related rights to dialogue , and thoroughly analyses how they may operate not only to maintain a healthy balance between the minorities’ need to be culturally distinct and their need to relate to and belong in the larger society, but also that they address the generalisations and presuppositions on which the debate of multiculturalism has been based, and constitute the first step of a possible solution to many of the theoretical and practical difficulties of minority protection.

"This book provides an original approach to the connections of race, racism and neoliberalisation through a focus on 'postethnic activism', in which mobilisation is based on racialisation as non-white or 'other' instead of ethnic group membership. Developing the theoretical understanding of political activism under the neoliberal turn in racial capitalism and the increasingly hostile political environment towards migrants and racialised minorities, the book investigates the conditions, forms and visions of postethnic activism in three Nordic countries (Denmark, Sweden and Finland). It connects the historical legacies of European colonialism to the current configurations of racial politics and global capitalism. The book compellingly argues that contrary to the tendencies of neoliberal post-racialism to de-politicise social inequalities the activists are re-politicising questions of race, class and gender in new ways. Abstract

While allegations of double standards are mostly voiced in relation to the EU, this book takes a multidimensional approach to the use of differential standards concerning minorities and minority protection. Not only do academics from different disciplines contribute to the volume but the multidimensionality also resides in the fact that several international organisations active in the field of minority protection are included in the analysis. Furthermore differential standards are also discussed in relation to the (ongoing debate about the status and rights of) ‘new’ minorities. Finally, the challenge of protecting minorities and other vulnerable groups within minorities is addressed. In the process the book revisits the fundamental tenets of minority protection as well as the basic rational of the international organisations concerned.
