Abstract

To inform debate on a new transportation bill being considered, the authors review the literature on the economic outcomes of highway infrastructure spending, which constitutes the largest share of federal spending on transportation infrastructure. They highlight the connections between highway spending and the economy and then analyze the literature to trace the effects of highway infrastructure on productivity, output, and employment.

Abstract

"The growth of the Internet has been propelled in significant part by user investment in infrastructure: computers, internal wiring, and the connection to the Internet provider. This "bottom-up" investment minimizes the investment burden facing providers. New technologies such as wireless and data transmission over power lines, as well as deregulation of telecommunications and electric utilities, will provide new opportunities for user investment in intelligent infrastructure as leverage points for Internet and broadband access. Recasting the "problem of the last 100 feet" as "the opportunity of the first 100 feet," this book challenges individuals, businesses, and policymakers to rethink fundamental issues in telecommunications policy. The contributors look at options for Internet and broadband access from the perspective of homeowners, apartment complexes, and small businesses. They evaluate the opportunities and obstacles for bottom-up infrastructure development and the implications for traditional and alternative providers at the neighborhood, regional, and national levels. Already, some argue that Internet service will become the common denominator platform on which all other services can be carried."

Abstract

In the United States many important programs are paid from trust funds. At a time when major social insurance funds are facing insolvency, this book provided the first comprehensive study of this significant yet little-studied feature of the American welfare state. Equally importantly, the author investigates an enduring issue in democratic politics: can current officeholders bind their successors? By law, trust funds, which get most of their money from earmarked taxes, are restricted for specific uses. Patashnik asks why these structures were created, and how they have affected political dynamics. He argues that officeholders have used trust funds primarily to reduce political uncertainty, and bind distant futures. Based on detailed case studies of trust funds in a number of policy sectors, he shows how political commitment is a developmental process, whereby precommitments shape the content of future political conflicts. This book will be of interest to students of public policy, political economy and American political development.
