Abstract

La connaissance remplacant progressivement les matieres premieres et la main-d'oeuvre en tant que ressource cle du developpement economique, la disponibilite de savoirs et savoir-faire humains est cruciale pour determiner le taux de developpement economique d'un pays et sa competitivite sur le marche international. L'utilisation croissante de la capacite nationale d'evaluation a permis aux ministeres de l'education de decrire les niveaux nationaux des acquis des eleves dans les principales disciplines et de comparer ceux des principaux sous-groupes (tels que les garcons et les filles, les groupes ethniques, les eleves des milieux urbains et ruraux, et ceux des etablissements publics et prives). Cela leur a egalement fourni des donnees probantes pour confirmer ou refuter les affirmations d'amelioration ou de degradation des normes de performance des eleves dans le temps. En depit de l'accroissement de l'activite d'evaluation, la valeur potentielle des donnees fournies par les evaluations est encore mal reconnue, et les competences requises pour mener une evaluation techniquement solide continuent a manquer. Lorsque les pays realisent une evaluation nationale ou participent a une evaluation internationale, l'information ainsi recueillie n'est pas souvent completement exploitee. Evaluer les niveaux nationaux de performance dans l'education decrit les objectifs et les caracteristiques des evaluations nationales ainsi que les questions liees a la conception, la mise en oeuvre, l'analyse et la production des rapports. Ce volume decrit egalement les principales evaluations internationales, regionales et nationales dans un grand nombre de pays. Cet ouvrage sera d'un interet certain pour les pouvoirs publics nationaux, regionaux et etatiques, les institutions de recherche et les universites.

Abstract

La mise en oeuvre reussie d'une evaluation nationale des acquis scolaires est une tache complexe requerant des connaissances, des competences, et des ressources considerables. Les retombees des evaluations nationales correctement realisees peuvent etre substantielles en termes de qualite de l'information fournie sur les niveaux de performance des eleves ainsi que sur les facteurs, scolaires ou non, susceptibles de contribuer a les ameliorer. Inversement, le cout d'une evaluation nationale mal realisee peut etre une information inexacte sur les niveaux de performance des eleves et les facteurs associes. Une mise en cuvre de qualite peut accroitre la confiance des responsables des politiques et des autres parties prenantes dans la validite des constatations de l'evaluation. Elle peut egalement augmenter la probabilite d'utilisation des resultats de l'evaluation nationale pour mettre au point de solides plans et programmes en vue d'ameliorer la qualite de l'enseignement et le rendement de l'apprentissage des eleves. Troisieme volume d'une serie de cinq, Mettre en cuvre une evaluation nationale des acquis scolaires, se concentre sur les taches pratiques requises par la mise en oeuvre d'une evaluation nationale a grande echelle. Ce manuel fournit des instructions detaillees etape par etape sur la logistique, l'echantillonnage, la preparation et la gestion des donnees, ainsi que l'analyse. Les lecteurs sont guides a travers les differentes etapes de l'echantillonnage en travaillant sur un ensemble de taches concretes presentees dans le texte et en utilisant les fichiers de donnees fournis dans le CD d'accompagnement. Ce volume est principalement destine aux equipes chargees de conduire une evaluation nationale dans des pays en developpement et emergents.

L'evaluation efficace de la performance des systemes educatifs est un element essentiel de la mise au point de politiques visant a optimiser le developpement du capital humain dans le monde. Les cinq manuels de la collection Evaluations nationales des acquis scolaires introduisent les concepts cles des evaluations nationales du niveau de performances des eleves, dont les questions politiques a traiter dans la conception et la mise en 'uvre des evaluations ou le developpement d'un test, la conception d'un questionnaire, l'echantillonnage, l'organisation et la mise en 'uvre de la collecte de donnees, le nettoyage et l'analyse statistique des donnees, la redaction de rapports et l'exploitation des resultats pour ameliorer la qualite de l'education. Qu'apprennent les eleves ' Dans le monde, les gouvernements qui aspirent a ameliorer la qualite de l'education se tournent vers les evaluations nationales pour obtenir ces informations si precieuses dans les domaines cles des programmes de cours. La capacite a mener des evaluations nationales s'est remarquablement renforcee ces dernieres annees, mais l'utilisation generalisee des conclusions n'a pas suivi. Ce manuel vise a demontrer la valeur essentielle de ces donnees et a assister les pays dans l'exploitation des connaissances issues des evaluations nationales. Communiquer et utiliser les resultats d'une evaluation nationale des acquis scolaires recense les principaux facteurs qui affectent l'utilisation des constatations des evaluations nationales. Ceux-ci comprennent le contexte politique dans lequel une evaluation est menee, la nature de l'evaluation (sur la base d'un recensement ou d'un echantillon), les responsabilites de chacun vis-a -vis des resultats, et la qualite des instruments d'evaluation. Le manuel decrit le type d'informations requises dans le rapport principal d'une evaluation nationale, et d'autres moyens de communiquer les conclusions aux publics techniques et non techniques. Il enonce les principes generaux a suivre pour traduire les resultats des evaluations nationales dans le cadre de politiques et de mesures, et examine les procedures specifiques d'utilisation des donnees dans l'elaboration de politiques, la gestion de l'education, l'enseignement et la promotion de la sensibilisation du public. Les themes traites dans ce volume sont de nature a interesser les responsables des politiques, les equipes pedagogiques, les chercheurs et les professionnels du developpement.

Abstract

How can countries make sustainable gains in student learning at scale? This is a pressing question for Latin America and the Caribbean (LAC)--and the developing world more broadly--as countries seek to build human capital to drive sustainable growth. Significant progress in access has expanded coverage such that nearly all children in the region attend primary school, but many do not gain basic skills and drop out before completing secondary school, in part due to low-quality service delivery. The preponderance of evidence shows that it is learning--and not schooling in and of itself--that contributes to individual earnings, economic growth, and reduced inequality. For LAC in particular, low levels of human capital are a critical factor in explaining the region's relatively weak growth performance over the last half century. The easily measurable inputs are well-known, and the end goal is relatively clear, but raising student achievement at scale remains a challenge. Why? Part of the answer lies in management--the managers, structures, and practices that guide how inputs into the education system are translated into outputs, and ultimately outcomes. While management is often mentioned as an important factor in education policy discussions, relatively little quantitative research has been done to define and measure it. And even less has been done to unpack how and how much management matters for education quality. This study presents new conceptual and empirical contributions that can be synthesized in four key messages: 1. Student learning is unlikely to improve at scale without better management. 2. Management quality can be measured and should be measured as a catalyst for improvement. 3. Management affects how well every level of an education system functions, from individual schools to central technical units, and how well they work together. 4. Several pathways to strengthening management are open to LAC countries now, with the potential for significant results. The study elaborates on each of these messages, synthesizing recent data and research and presenting the results of several new research initiatives from across the region.

Abstract

This book presents the main findings of a study on school learning environments and student outcomes, which the World Bank conducted in 2019 in three regions of the Russian Federation. Using data collected through the OECD School User Survey and the pilot "Trends in Mathematics and Science Study"? (TIMSS), the book analyzes how a school's infrastructure and learning environment may affect the progress and success of students in math and science. It also delves into teaching practices, analyzing their impact on learning and highlighting the important nexus between learning environments and teaching methods. The book concludes by recommending areas in which focused attention by educational authorities could improve educational policy and help maintain high-quality learning environments. The book will be useful for educators, school principals, architects, and policy makers who are involved in school infrastructure projects and are interested in increasing their knowledge of school design planning.

Abstract

What is the impact of greater teacher autonomy on student learning? This paper provides experimental evidence from a program in Brazil. The program supported teachers, through a combination of technical assistance and a small grant, to autonomously develop and implement an innovative project aimed at engaging their students. The findings show that the program improved student learning by 0.15 standard deviation and grade passing by 13 percent in sixth grade, a critical year of transition from primary to lower-secondary education. The paper explores two mechanisms: teacher turnover and student socio-emotional skills. Teacher turnover is reduced by 20.7 percent, and the impacts on student outcomes are concentrated in the schools with the largest reductions. The findings also indicate positive impacts on conscientiousness and extroversion among the students. The results suggest that increasing the autonomy of public servants can improve service delivery, even in a low-capacity context.

Abstract

Pay levels for public sector workers-and especially teachers-are a constant source of controversy. In many countries in Sub-Saharan Africa, protests and strikes suggest that pay is low, while simple comparisons to average national income per capita suggest that it is high. This study presents data on teacher pay from 15 African countries, along with five comparator countries from other regions. The results suggest that in several (seven) countries, teachers' monthly salaries are lower than other formal sector workers with comparable levels of education and experience. However, in all of those countries, teachers report working significantly fewer hours than other workers, so that their hourly wage is higher. Teachers who report fewer hours are no more likely to report holding a second job, although teachers overall are nearly two times more likely to hold a second job than other workers. With higher national incomes, the absolute value of teacher salaries rises, but they fall as a percentage of income per capita. The study explores variation across types of teacher contracts, the association between teacher pay and student performance, and the association between teacher pay premia and other aspects of economies.

Abstract

This paper looks at how countries have mobilized additional resources for education and assesses their impact on access and learning outcomes, using the World Bank's new Learning-Adjusted Years of Schooling measure. The paper shows that global spending on education has risen significantly over the past two decades, although spending as a share of gross domestic product has remained relatively unchanged, at about 4.5 percent. However, global trends mask large differences across regions and country income groups. For example, low-income countries recorded the largest increases in terms of the share of GDP spent on education, but the absolute amount they devoted to education remained low compared to other countries. Economic growth has been the main driver of increases in public education spending. Yet, countries that achieved the largest and most rapid spending increases did this through a combination of increases in overall government revenues, a greater prioritization of education in the government budget as well as healthy economic growth. Increases in public education spending did not generally result in major improvements in average education outcomes. Using the available data, the paper shows that a doubling of government spending per child led to an increase in learning-adjusted years of schooling of only half a year. Preliminary findings also show that countries with lower efficiency and spending are expected to get the most from increases in spending in improved education outcomes. The paper concludes by outlining an approach that allows countries to assess their potential for increasing education funding and the expected effects on their education outcomes, based on benchmarks drawing from the data of comparable countries. It also underscores the urgent need to improve data on public education spending and education outcomes, to extend this analysis to cover a wider set of countries and increase the robustness of country-level benchmarks.

Abstract

Many low- and middle-income countries lag far behind high-income countries in educational access and student learning. Limited resources mean that policymakers must make tough choices about which investments to make to improve education. Although hundreds of education interventions have been rigorously evaluated, making comparisons between the results is challenging. Some studies report changes in years of schooling; others report changes in learning. Standard deviations, the metric typically used to report learning gains, measure gains relative to a local distribution of test scores. This metric makes it hard to judge if the gain is worth the cost in absolute terms. This paper proposes using learning-adjusted years of schooling (LAYS) - which combines access and quality and compares gains to an absolute, cross-country standard - as a new metric for reporting gains from education interventions. The paper applies LAYS to compare the effectiveness (and cost-effectiveness, where cost is available) of interventions from 150 impact evaluations across 46 countries. Abstract

This open access book provides insights from Indigenous higher degree research (HDR) students on supervision practices in an Australian context. It examines findings from qualitative studies conducted with Indigenous HDR students from different academic disciplines, enrolled higher education institutions across Australia, and supervisors of Indigenous HDR students. Six types of data and their thematic analyses are presented, to understand the needs and experiences of both Indigenous HDR students and supervisors of Indigenous HDR students. This book also unpacks assumptions and commonly held beliefs about Indigenous HDR students, and shares what Indigenous HDRs report they need to experience success in higher education. It reports the experiences of supervisors of Indigenous HDR students, and explore further opportunities which enhance the higher education experiences of Indigenous HDR students. This book also suggests how successful relationships between Indigenous HDR students, and their supervisors may be fostered, and aims to be a useful resource for Indigenous peoples wishing to pursue higher education, and HDR supervisors in countries with Indigenous populations.
