Abstract

The health systems we enjoy today, and expected medical advances in the future, will be difficult to finance from public resources without major reforms. Public health spending in OECD countries has grown rapidly over most of the last half century. These spending increases have contributed to important progress in population health: for example, life expectancy at birth has increased, rising on average by ten years since 1970. The challenge now is to sustain and enhance these achievements in a context of tight fiscal constraints in many countries combined with upward pressure on health spending from factors such as new technological advances and demographic changes. Finding policies that can make health spending more sustainable without compromising important achievements in access and quality requires effective co-operation between health and finance ministries. Sound governance and co-ordination mechanisms are therefore essential to ensure effective policy choices. Prepared by both public finance and health experts, this report provides a unique detailed overview of institutional frameworks for financing health care in OECD countries. One of the main features of this book is a comprehensive mapping of budgeting practices and governance structure in health across OECD countries.

Abstract

The health care industry differs from most other industries in that medical pricing is primarily administered by the government and private insurers and in that it uses several types of contracts. Providers may receive a fixed sum for all necessary services within a given period of time, for the necessary services to treat a given condition, or for each specific service. The industry is changing dramatically, offering many natural experiments to aid understanding of the economics of pricing for health care.In Pricing the Priceless, Joseph Newhouse explains the different pricing systems and how they affect resource allocation and efficiency, focusing on the efficiency of pricing. He also discusses larger issues of equity, fair distribution of burden, and social justice. Although most of the examples are American-based, the same issues arise in all medical care financing and delivery systems, and the theories and models are general enough to apply to many institutional contexts. The topics include Medicare, managed care, the contemporary integration of health insurance and medical care, the management of moral hazard and stinting, uncertainty and risk aversion, the demand for health insurance, agency relationships, information disparities, regulation, and supply-side and demand-side selection.

Abstract

This volume offers a synthesis of findings from recent OECD studies undertaken as part of the three-year Health Project, an initiative geared towards answering many of the key questions facing today’s health policy makers. It provides information and analysis on a wide variety of topics, such as new and emerging health-related technologies, long-term care, private health insurance, health-care cost control, equity of access across income groups, health workforce planning and productivity, and waiting times for elective surgery. Abstract

Abstract

"The products we purchase and use are assembled from a wide range of naturally occurring and manufactured materials. But too often we create hazards for the ecosystem and human health as we mine, process, distribute, use, and dispose of these materials. Until recently, most research has focused on the waste end of material cycles. This book argues that the safest and least costly point at which to avoid environmental damage is when materials are first designed and selected for use in industrial production.Materials Matter presents convincing evidence that we can use fewer materials and eliminate the use of many toxic chemicals by focusing directly on material (chemical) use when products are designed. It also shows how manufacturers can save money by increasing the effectiveness of material use and reducing the use of toxic chemicals. It advocates new directions for the material sciences and government policies on materials. And it argues that manufacturers, suppliers, and customers need to set more socially responsible policies for products and services to achieve higher environmental and health goals."
