Dans un univers concurrentiel, en évolution constante, le service public de télévision est "une idée toujours neuve". Légitime, créatif et fort, s'adressant à tous les publics, il doit exceller dans tous les genres d'expression propres à la télévision, s'ouvrir à la diversité des arts et aider à comprendre le monde d'aujourd'hui. Au sein de France Télévision, les deux chaînes doivent renforcer leur coopération tout en préservant leur personnalité éditoriale : France 2, principal concurrent du secteur privé, mais avec une façon différente de programmer ; France 3, seconde chaîne généraliste, mais affirmant sa vocation régionale et de proximité. Arte, chaîne transnationale à vocation culturelle, doit s'élargir à d'autres partenaires européens. L'efficacité du secteur public passe par : - une organisation claire du groupe ; - la refonte et la simplification des cahiers des charges ; - la contractualisation réelle des objectifs ; - la mise en oeuvre d'uen télévision de la connaissance et de la formation, en associant France 3 ; - la consolidation du financement mixte combinant un recours minoritaire aux ressources commerciales et la garantie d'une ressource publique affectée, d'un montant équivalent à celui de nos principaux voisins, avec une part spécialement destinée au développement de l'action régionale de France 3.
