Quand Jean-Jacques Aillagon, alors président du Centre national d'art et de culture Georges Pompidou, a envisagé pour la première fois la création de ce que l'on appelait alors une " antenne " du Centre en région, il s'agissait de bien plus que de trouver un nouvel espace de représentation des collections nationales, en constatant son enrichissement.
