La République démocratique du Congo est un eldorado où les puissantes multinationales du monde se bousculent, comme dans un feuilleton de Western, pour obtenir une portion de terre aux fins d'exploitation minière. Les attributs de la civilisation moderne, notamment dans les domaines de l'aéronautique, de l'informatique, de la téléphonie cellulaire... facteurs entre autres de la mondialisation, se gavent de minerais que l'on retrouve en abondance dans ce pays. Ces multinationales du secteur de la communication et de l'informatique, sur lesquelles le monde fonde ses espoirs en termes de solution pour la croissance économique de demain, ne sont pas frappées par la crise. La bonne santé financière qu'affichent ces sociétés extractives de minerais en R D C, où la population croupit paradoxalement dans une misère infernale, confirme la notion selon laquelle le capitalisme n'a pas de coeur... Mais, le plus inquiétant, c'est l'obscurantisme dans lequel s'enfoncent les dirigeants congolais. Ils n'ont ni coeur, ni yeux, ni oreilles. Rien ne compte plus pour eux que de s'enrichir au détriment du peuple.

The Growth and Poverty Reduction Strategy was implemented in an extremely challenging environment, adversely affecting the conduct of macroeconomic and sector policies. The accomplishments in regard to sector policies are highly encouraging. There was notable progress in the administration of justice and police reform efforts. However, there were no significant developments in public administration reform. Congo recognizes that continued, sustainable growth in a stable macroeconomic climate is essential to reducing poverty, and this requires consolidating peace and security, and promoting administrative and economic governance.
