In the rich Western societies, the several crises at the beginning of this century focus on the worsening of old economic and social problems, which have taken on new importance in the cities undergoing a rapid transformation because of the globalization and the new structures of the labor market. These are issues that have called into question the traditional political systems, with significant effects on the evolution of democratic systems. These issues have been raised throughout the 20th century and today they are once again central to the structural transformations aforementioned and to the crisis of the welfare systems built in Europe during the so-called Golden Age. The theme of living in the peripheries reappears in a dramatic way; a problem exacerbated by the fact that today these areas are no longer just those outside the cities (shaped by the processes of the economic modernization of the 19th and 20th centuries) but they deeply characterize the urban fabric and are linked to the existential conditions of those who live there. The book combines historical and geographical perspectives, according to an interdisciplinary approach. It is possible to examine the policies adopted and to be adopted in these territories and the role that social forces and associative networks have played and can play in identifying adequate and durable responses to such complex problems. A long-term view and a more systemic analysis allow a reflection on the relationship between socio-economic development and the processes of construction of the living together in the different contexts of European cities. Social actors, in their various forms, have offered and are able to offer strategic contributions for the production of new development models, in which the quality of life in working-class peripheries and the processes of social inclusion will be once again a priority, as required by the urban agendas of this new millennium.

Les théories de l'institution présentent aujourd'hui une assez grande confusion, oscillant entre la thèse de la désinstitutionalisation et celle du renforcement du contrôle social. Quelle théorie est-elle pertinente pour notre civilisation actuelle ? Telle est la question que traite cet ouvrage en proposant une revue de littérature sur le concept et en développant une thèse, les institutions sont plurielles et lieux de tensions : pluralité des finalités, des missions, des logiques d'action, discordances entre discours et pratiques, pressions et régulations externes multiples et contradictoires. Quel est le statut de cette pluralité ? Est-ce notre regard sur les institutions qui a changé, car il y aurait un affaiblissement du paradigme de l'unité ? Ou bien est-ce un mouvement historique réel, lié à la modernité, voire à l'hypermodernité ? Les deux sans doute, comme les chercheurs le constatent en examinant chacun des champs empiriques dont ils sont spécialistes : la psychiatrie, depuis longtemps déchirée par des contradictions et des conflits, la prison, institution totale confrontée à la thématique du respect, le soutien à la parentalité, entre confiance et soupçon, l'agir enseignant et sa constitutive pluralité normative, les nouvelles institutions du développement durable et leurs formes hybrides d'intervention publique. Les auteurs proposent ainsi un ouvrage de référence sur un des concepts centraux de la sociologie, des sciences et de la philosophie politiques.

In this book, Seumas Miller examines the moral foundations of contemporary social institutions. Offering an original general theory of social institutions, he posits that all social institutions exist to realize various collective ends, indeed, to produce collective goods. He analyses key concepts such as collective responsibility and institutional corruption. Miller also provides distinctive special theories of particular institutions, including governments, welfare agencies, universities, police organizations, business corporations, and communications and information technology entities. These theories are philosophical and, thus, foundational and synoptic in character. They are normative accounts of a sampling of contemporary social institutions, not descriptive accounts of all social institutions, both past and present. Miller also addresses various ethical challenges confronting contemporary institutional designers and policymakers, including the renovation of the international financial system, the 'dumbing down' of the media, the challenge of world poverty, and human rights infringements by security agencies combating global terrorism.
