Les consultations polyvalentes sont à la fois une vitrine pour les Cliniques et une porte d’entrée importante vers l’hospitalisation. C’est pourquoi, dans le cadre d’une démarche stratégique globale de promotion de la dimension ambulatoire de notre hôpital, le but de ce travail a été de se concentrer sur la réorganisation du plateau des consultations polyvalentes à l’exclusion des consultations localisées à un étage différent du plateau des consultations. Proposer une réorganisation des consultations implique également de réfléchir à l’organisation de tout ce qui et lié en amont et en aval et notamment la prise de rendez-vous, l’enregistrement des données administratives du patient, l’organisation des services médico-techniques, l’organisation des plages horaires des médecins et du personnel affecté aux consultations (personnel infirmier, administratif, techniciens, etc.), etc

The work introduces a method for diagnosing design flaws in object oriented systems, and finding meaningful refactorings to remove such flaws. The method is based on pairing up a structural pattern that is considered pathological (e.g. a code smell or anti-pattern) with a so called design context. The design context describes the design semantics associated to the pathological structure, and the desired strategic closure for that fragment. The process is tool supported and largely automated.

Silica is a naturally occuring solid substance with either a crystalline or amorphous structure. Industrially produced amorphous silica has a wide field of application. During the production process of amorphous silica, syneresis of the solid structures created occurs. In this work, the influences of the process parameters on syneresis are determined experimentally and a physically based model is proposed to describe syneresis.

Local government finance has taken on increasing importance in Turkey, with the evolving fiscal decentralization and the growing role of local administrations in public investment. The focus of this policy note is on sub-national borrowing as an essential component of the framework for sustainable sub-national finance. Sound management of sub-national borrowing is important for ensuring debt sustainability. Past problems with fiscal deficits by local administrations in Turkey have led to two major debt restructurings. The Government has undertaken many laudable improvements in the system of fiscal management and control of local administrations in recent years, in particular by regulating the procedures for borrowing, raising the requirements for accounting and reporting, and tightening the terms for Treasury guarantees of foreign borrowing. The rest of the policy note is organized as follows. The next section summarizes the framework for sub-national borrowing in Turkey and reviews areas for further development, including in particular, an effective insolvency mechanism. Section three presents rationales for a sub-national insolvency mechanism and describes how the entry points for reform have contributed to varying modalities across countries. Section four discusses key design issues for a sub-national insolvency mechanism, driven by the fundamental difference between public and private insolvency. Final section five presents possible medium-term reform options for Turkey.

The 2008 financial crisis highlighted weaknesses in the risk management, control and governance processes of banks as well as in their statutory audit and financial supervision. This led to increased scrutiny of the respective roles and interactions of banking supervisors and external auditors who are key contributors to market discipline. Auditors ensure that financial information is transparent and reliable while supervisors provide confidence in the financial systems. Both supervisors and auditors allow market players to make informed decisions and contribute to financial stability. Since 2008, regulators and lawmakers have strived to address the shortcomings identified during the crisis by taking various initiatives to reform the international financial architecture In particular, a 2014 Basel Committee on Banking Supervision paper explored the interaction between supervisors and external auditors and linked their enhanced relationships with improved audit quality of banks' financial statements and effective banking supervision. This report presents the findings of the survey conducted by the World Bank Centre for Financial Reporting Reform (CFRR) - Financial supervisors and external auditors: building a constructive relationship. The survey was sent to supervisors from the European Union and other countries in Eastern Europe, South Eastern Europe and the South Caucasus to explore practices that make better use of information provided by external auditors and influence the audit quality of banks' financial statements. The report was developed after several workshop discussions amongst senior staff from central banks and banking regulatory agencies, who recognized the importance of an effective relationship to assist both supervisors and auditors in discharging their duties.
