Democracies are coming under increasing pressure. In the process, the meaning of democracy itself has become the subject of debate. What normative conditions are essential for democracy? And how can we better realize these conditions? This volume brings together responses from relevant representatives of philosophy, political science, and law. Demokratien geraten zunehmend unter Druck. Dabei wird die Bedeutung von Demokratie selbst zum Gegenstand der Auseinandersetzung. Diese Auseinandersetzungen nimmt der vorliegende Band zum Anlass, die Bedeutung von Demokratie grundsätzlich zu untersuchen. Mit dem Begriff der Konstituenzien sind dabei jene wesentlichen Bedingungen gemeint, die Demokratie ausmachen. Die meisten dieser Bedingungen sind normativ. Was Demokratie ist, wird auch und gerade dadurch bestimmt, was Demokratie sein sollte. Damit geht es um jene Normen, deren Verwirklichung politische Praktiken zu demokratischen Praktiken macht. Sind diese Normen nur eingeschränkt verwirklicht, mindert sich der demokratische Gehalt von Politik. Inwieweit ist dann nun aber eigentlich der Fall? Und was können wir dagegen tun? Démocratie en deçà de la Méditerranée, dictature au-delà. Tel est le regard que le monde occidental pose ordinairement sur l'Afrique. Cette perception demande à être fortement nuancée. D'abord parce qu'elle suppose des trajectoires séparées là où il faut voir une histoire commune. Ensuite parce qu'elle reste tributaire d'une conception simpliste de la démocratie, réduite au régime représentatif et aux seules élections. En Occident, les élites n'ont cessé de se méfier de leurs peuples et se sont ingéniées à limiter la portée du suffrage universel qu'elles ont dû concéder au cours des XIXe et XXe siècles. Cette attitude s'est directement répercutée sur l'empire français, où le suffrage universel ne fut accordé qu'à la fin des années 1950. Les scrutins, largement truqués par les administrations coloniales, permirent l'accession à la tête des nouveaux États africains de dirigeants fidèles à l'ex-métropole et décidés à sauvegarder ses intérêts. Ces hommes à poigne s'empressèrent d'instaurer des partis uniques, de museler la contestation et de supprimer toute possibilité d'alternance pacifique. Soixante ans après les indépendances, ce schéma prévaut encore. L'expression populaire reste sévèrement encadrée, avec l'assentiment – et parfois l'assistance active – de Paris. Marquées par cette longue histoire de répression, les élections en Afrique francophone, qui ont longtemps servi l'ordre colonial puis néocolonial, perpétuent désormais un agenda néolibéral. Au moment où plusieurs coups d'État ont secoué cette zone, ce livre propose une analyse inédite et une réflexion indispensable pour comprendre la révolte actuelle des peuples africains, et notamment de la jeunesse, qui réclament une authentique démocratie.
