La Grande Dépression qui a frappé les États-Unis pendant les années 1930 était bien plus qu'une crise économique. Elle a bouleversé jusqu'à la conception que les Américains se faisaient d'eux-mêmes. La confusion était d'autant plus importante que les outils dont disposait le gouvernement pour analyser la situation se révélaient totalement inadéquats. Pour lancer le New Deal, l'administration Roosevelt devait répondre à cette question : en quoi consiste l'Amérique ? On connaît le rôle qu'a joué le documentaire photographique, avec des figures comme Dorothea Lange ou Walker Evans, pour dresser le « portrait » de l'Amérique en crise. Ce livre met en évidence la fonction capitale d'un autre outil d'objectivation : les statistiques. Pour décrire la société qui était en train d'émerger de la dépression, les sondeurs se muèrent en détectives et parcoururent le pays, des champs de maïs de l'Oklahoma jusqu'aux usines de Chicago. Cet ouvrage, enrichi d'une iconographie étonnante, nous entraîne sur les pas de ces enquêteurs qui redonnèrent une image cohérente de leur pays, à laquelle purent s'articuler de nouvelles formes d'intervention politique. Les instruments qu'ils s'efforçaient de forger posaient non seulement d'innombrables difficultés techniques, mais ils interrogeaient simultanément le fonctionnement démocratique de la nation et le mode d'exercice du pouvoir. Au croisement de l'histoire des sciences, de la sociologie et de la science politique, ce récit passionnant permet enfin de comprendre comment une méthode d'observation, un type d'action gouvernemental et une société prennent ensemble consistance.

In the 1930's, the Roosevelt administration--unwilling to antagonize a powerful southern congressional bloc--refused to endorse legislation that openly sought to improve political, economic, and social conditions for African Americans.
