Abstract

Public banks are banks located within the public sphere of a state. They are pervasive, with more than 900 institutions worldwide, and powerful, with tens of trillions in assets. Public banks are neither essentially good nor bad. Rather, they are dynamic institutions, made and remade by contentious social forces. As the first single-authored book on public banks, this timely intervention examines how these institutions can confront the crisis of climate finance and catalyse a green and just transition. The author explores six case studies across the globe, demonstrating that public banks have acquired the representative structures, financial capacity, institutional knowledge, collaborative networks, and geographical reach to tackle decarbonisation, definancialisation, and democratisation. These institutions are not without contradictions, torn as they are between contending public and private interests in class-divided society. Ultimately, social forces and struggles shape how and if public banks serve the public good.

Abstract

Les tendances de la rentabilité des banques et les facteurs agissant sur elle sont des indicateurs importants de l’état de santé des systèmes bancaires nationaux. Cette publication fournit des informations sur les comptes des banques des pays membres de l'OCDE. La couverture des banques n'est pas la même dans chaque pays ; cependant l'objectif est d'inclure toutes les institutions qui ont des activités bancaires, notamment celles qui prennent des dépôts de personnes privées et qui financent un large éventail de projets. Sont également incluses des informations sur le nombre de banques, leurs filiales et leur personnel, ainsi que des informations structurelles relatives à l’ensemble du secteur financier.  En outre, des ratios, calculés à partir de différents postes des comptes des banques en pourcentage d’agrégats spécifiques, sont proposés pour faciliter l'analyse des tendances de la rentabilité des banques des pays de l'OCDE. Abstract

This book examines the changing role of Deposit Guarantee Schemes (DGSs) as a financial safety net of the European Union, with specific emphasis on post-crisis reforms. The author identifies the institutional weaknesses of DGSs and analyses their functioning in post-crisis conditions. Readers discover the extent to which the participation of DGSs in bank resolution increases effectiveness, and whether such enhancement of the financial safety net allows for the liquidation of large financial institutions. Finally, the book identifies, categorises, and analyses possible forms of involvement of DGSs in the EU resolution, as well as the proposal of methods for the quantitative measurement of the preparedness of DGSs to participate in this process.

Abstract

States and banks have traditionally maintained close ties. At various points in time, states have used banks to manage their economies and soak up government debt, while banks enjoyed regulatory forbearance, restricted competition, and implicit or explicit guarantees from their home markets. The political foundations of banks have thus been powerful and enduring, with actors on both sides of the aisle reluctant to sever relations. The central argument of this work, however, is that in the world's largest integrated market, Europe, the traditional political ties between states and banks have been transformed. Specifically, through a combination of post-communist transition, monetary union, and economic crisis, states in Europe no longer wield preponderant influence over their banks. This book explains why we have witnessed the radical denationalization of this politically vital sector.
