Abstract

Indonesia is the world's largest archipelagic state. In 2001 it embarked on a "big bang" decentralization involving a major transfer of administrative, political and financial authority to its districts, now numbering more than 500. Together with the rapid transition from authoritarian to democratic rule in the late 1990s, this initiative has transformed the country's political, social and business life. While national government is the major area of contestation, power has shifted irreversibly away from the centre. How this significantly increased regional autonomy works will have a crucial bearing on the future of the Indonesian nation-state. This volume features contributions by over 40 writers with deep expertise on Indonesia. The book provides a timely, comprehensive and analytical assessment of the country's regional development dynamics in the post-decentralization environment. Abstract

This book investigates the new representation unfolding in Chinese local congresses. Drawing qualitative fieldwork and data analysis from original surveys of 5,130 township, county, and municipal congressmen and women and constituents, Melanie Manion shows the priorities and problems of ordinary Chinese significantly influence both who gets elected to local congresses and what the congresses do once elected. Candidates nominated by ordinary voters are 'good types', with qualities that signal they will reliably represent the community. By contrast, candidates nominated by the communist party are 'governing types', with qualities that reflect officially valued competence and loyalty. However, congressmen and women of both types now largely reject the Maoist-era role of state agent. Instead, they view themselves as 'delegates', responsible for advocating with local government to supply local public goods. Manion argues that representation in Chinese local congresses taps local knowledge for local governance, thereby bolstering the rule of autocrats in Beijing.

Abstract

Attaining the benefits of (especially fiscal) decentralization in government remains an enduring challenge, in part because the re-arrangement of public functions across levels of government has often been carried out poorly. This book aims to provide a firmer conceptual basis for the re-arrangement of public functions across levels of government. In doing so, it offers practical advice for policy makers from developing and emerging countries and development cooperation practitioners engaged in such activity. Combining a theoretical approach for inter-governmental functional assignment with an in-depth analysis of real-life country cases where functional assignment (FA) has been supported in the context of international development cooperation, it underscores the common technical and political challenges of FA, and also demonstrates the need to expect and support country made and context-specific solutions to FA processes and results. Examples are drawn from a number of developing/transition countries from the Asia-Pacific region, Africa and the OECD, which outline and suggest advisory approaches, tools, principles and good practices and approaches. Abstract

This book is an in-depth empirical study of four Asian and African attempts to create democratic, decentralised local governments in the late 1980s and 1990s. The case studies of Ghana, Cote d'Ivoire, Karnataka (India) and Bangladesh focus upon the enhancement of participation; accountability between people, politicians and bureaucrats; and, most importantly, on whether governmental performance actually improved in comparison with previous forms of administration. The book is systematically comparative, and based upon extensive popular surveys and local field work. It makes an important contribution to current debates in the development literature on whether 'good governance' and decentralisation can provide more responsive and effective services for the mass of the population - the poor and disadvantaged who live in the rural areas.
