Strategic issues and crises in foreign policy are usually managed by relatively small groups of elite policymakers and their closest advisors. Since the pioneering work of Irving Janis in the early 1970s, we have known that the interplay between the members of these groups can have a profound and, indeed, at times a pernicious influence on the content and quality of foreign policy decisions. Janis argued that "groupthink," a term he used to describe a tendency for extreme concurrence-seeking in decision-making groups, was a major cause of a number of U.S. foreign policy fiascoes. And yet not all small groups suffer from groupthink; in fact many high-level bodies are handicapped by an inability to achieve consensus at all. Beyond Groupthink builds upon and extends Janis's legacy. The contributors develop a richer understanding of group dynamics by drawing on alternate views of small-group dynamics. The relevant literature is reviewed and the different perspectives are explored in detailed case studies. The contributors link the group process to the broader organizational and political context of the policy process and stress the need to develop a multi-level understanding of the collegial policy-making process, combining the insights drawn from micro-level theories with those derived from study of broader political phenomena. The contributors include Alexander George, Sally Riggs Fuller, Paul D. Hoyt, Ramon J. Aldag, Max V. Metselaar, Bertjan Verbeek, J. Thomas Preston, Jean A. Garrison, and Yaacov Y.I. Vertzberger. This book should appeal to political scienctists and international relations specialists, as well as researchers in social psychology, public administration, and management interested in group decision-making processes.

La Revue du Gouvernement Ouvert au Maroc est la première de son genre à analyser les politiques et les pratiques de gouvernement ouvert ainsi que l’application de leur cadre institutionnel et juridique selon les instruments de l’OCDE. En rassemblant une multitude d’instruments de l’OCDE et d’expertises dans différents domaines de gouvernance publique, la revue fournit aux décideurs politiques marocains, aux fonctionnaires du secteur public et aux activistes de la société civile des indications pratiques concernant la façon d’améliorer et de mettre en œuvre avec succès leur programme national de gouvernement ouvert. De plus, la revue contient une liste de recommandations sur laquelle il est possible de s'appuyer pour construire le Plan d'Action du Maroc pour le Partenariat pour un gouvernement ouvert.

In the past decade the global financial assistance for AIDS responses increased tremendously and the donor community provided greater resources to community responses. Yet little is known about the global magnitude of these resources and their allocation among HIV and AIDS activities and services. To address this knowledge gap, this report pulls together evidence from several different sources (donor data bases, surveys of civil society organizations, country funding profiles) to determine, among other things, how funds are reaching civil society and community-based organizations, how these funds are being used, and the degree to which these organizations rely on other sources of funding --

The series adopts a broad conception of ́œgroup processes.́ This includes work on groups ranging from the very small to the very large, and on classic and contemporary topics such as status, power, trust, justice, social influence, identity, decision-making, intergroup relations and social networks. Previous contributors have included scholars from diverse fields including sociology, psychology, political science, economics, business, philosophy, mathematics and organizational behavior. Volume 34 brings together papers that address theoretical and empirical issues related to the spread of status value, reward expectations theory, age and gender effects, and measuring the impact of status manipulations. Other contributions examine cognitive orientation, perspective taking and empathy, the stability of values, and group perceptions during computer-mediated communication. "Public authorities from all levels of government increasingly turn to Citizens' Assemblies, Juries, Panels and other representative deliberative processes to tackle complex policy problems ranging from climate change to infrastructure investment decisions. They convene groups of people representing a wide cross-section of society for at least one full day--and often much longer--to learn, deliberate, and develop collective recommendations that consider the complexities and compromises required for solving multifaceted public issues. This 'deliberative wave' has been building since the 1980s, gaining momentum since around 2010. This report has gathered close to 300 representative deliberative practices to explore trends in such processes, identify different models, and analyse the trade-offs among different design choices as well as the benefits and limits of public deliberation. It includes Good Practice Principles for Deliberative Processes for Public Decision Making, based on comparative empirical evidence gathered by the OECD and in collaboration with leading practitioners from government, civil society, and academics. Finally, the report explores the reasons and routes for embedding deliberative activities into public institutions to give citizens a more permanent and meaningful role in shaping the policies affecting their lives."--Page 4 of cover.
