Job creation and productivity growth are at the forefront of the global development agenda. The central challenge today for the government of Georgia is to find sources of long-term economic growth, particularly through private sector development. This study seeks to identify determinants of high-growth entrepreneurial activity. The study uses data from the new 2012 World Bank Entrepreneurship Survey conducted to gauge new firm growth in the formal sector in Georgia and data from World Bank Enterprise Surveys to analyze innovative activity in existing firms. It includes detailed case study analyses to complement these findings. The study finds that while a number of reforms have been undertaken to alleviate the business environment, there remain a number of constraints that inhibit the growth of entrepreneurial and innovative activity. These constraints include a major skills mismatch, insufficient research and development and ineffective industry-research linkages. While outlining broad policy directions in areas namely improving business environment, access to finance, developing skills, increasing access to markets, incentivizing greater firm level research and development, and raising awareness it lays out some priority areas that the government could embark on. The government could remove bottlenecks that impede entrepreneurialism in the general business environment and design new financial policy instruments to foster entrepreneurship and innovation. We hope that the issues discussed and the dialogue initiated during the course of this study would lend itself to policy design to foster high-growth entrepreneurship with a view to higher growth and job creation in this highly globalized world.

Since the Rose Revolution at the end of 2003, Georgia has had singular success in fighting corruption in a variety of public services. This book is an attempt to chronicle these efforts and to distil the 'how to' of these anti-corruption reforms. The reason corruption in public services had to be fought was clear. What had to be done was also obvious to many. But little has been written on 'how' the government made it happen. What were the salient features of Georgia's anti-corruption reforms? We compare and contrast the economic growth performance of Estonia and Georgia since the collapse of the Soviet Union in 1991 in an attempt to understand better the extent to which the growth differential between the two countries can be traced to increased efficiency in the use of capital and other resources (intensive growth) as opposed to brute accumulation of capital (extensive growth). On the basis of a simple growth accounting exercise, we infer that advances in education at all levels, good governance, and institutional reforms have played a more significant role in raising economic output and efficiency in Estonia than in Georgia which remains marred by various problems related to weak governance in the public and private spheres.

This book presents the outcomes of a review of legal and institutional frameworks for fighting corruption in Georgia, which was carried out in the framework of the Anti-Corruption Network for Transition Economies based at the OECD. The review examined national anti-corruption policy and institutions currently in place in Georgia, national anti-corruption legislation, and preventive measures to ensure the integrity of civil service and effective financial control. This publication contains the recommendations as well as the full text of the self-assessment report provided by the government of Georgia.

The Economic Development and Poverty Reduction Program (EDPRP) was developed with the active participation and support of society, executive authorities, nongovernment organizations, academia, businessmen, and donors. The study additionally provides coordinated mechanisms for bilateral and multilateral international economic relations. In preparing this strategy, the government was ably assisted by the international donor community, including the IMF and World Bank, the European Union, and the governments of the United States, Great Britain, the Netherlands, and Germany, as well as other organizations and governments.

This paper discusses the Report on the Observance of Standards and Codes (ROSC) on Data Module for Georgia. Following the 2002 ROSC mission, Georgia has continued to make impressive improvements in statistical compilation and dissemination in all areas of statistics covered by the Data ROSC. Georgia’s macroeconomic statistics are generally of high quality and adequately meet users’ needs. Georgia has made tangible improvements on the legal, institutional, methodological, and dissemination aspects of data quality.

The Joint Staff Advisory Note (JSAN) on the Poverty Reduction Strategy Paper Progress Report on Georgia evaluates the strengths and weaknesses of the poverty reduction objectives and strategies. Participation of stakeholders in the poverty reduction strategy process has been satisfactory. The growth basis for the strategy needs to be strengthened through the construction of a financially viable power grid with reliable supply of electricity to all regions of Georgia. Governance and public service delivery improvements need to be promoted through the further empowerment of civil society.
