In 1964, the Chinese Communist Party (CCP) made a momentous policy decision. In response to rising tensions with the United States and Soviet Union, a top-secret massive military industrial complex in the mountains of inland China was built, which the CCP hoped to keep hidden from enemy bombers. Mao named this the Third Front. The Third Front received more government investment than any other developmental initiative of the Mao era, and yet this huge industrial war machine, which saw the mobilization of fifteen million people, was not officially acknowledged for over a decade and a half. Drawing on a rich collection of archival documents, memoirs, and oral interviews, Covell Meyskens provides the first history of the Third Front campaign. He shows how the militarization of Chinese industrialization linked millions of everyday lives to the global Cold War, merging global geopolitics with local change.

In Manufacturing Advantage, Lindsay Schakenbach Regele shows how the government (especially the Departments of State and War) promoted industrial development--of textiles and weapons--to defend the new country from hostile armies and hostile imports. As it moves from the Revolutionary War through the Mexican-American War, Manufacturing Advantage examines the interconnected nature of arms and textile industries and how each developed to become a powerhouse of American industry. Regele calls the development of these industries "national security capitalism"--a mixed-enterprise system in which government agents and private producers brokered solutions to the problems of international economic disparities and war. In Regele's telling, War and State Department officials emerge as key players in the emergence of domestic industry, facilitating rifle makers and power-loom weavers in the quest to develop national industrial resources. Abstract

How did Britain's most prominent armaments firms, Armstrongs and Vickers, build their businesses and sell armaments in Britain and overseas from 1855 to 1955? Joanna Spear presents a comparative analysis of these firms and considers the relationships they built with the British Government and foreign states. She reveals how the firms developed and utilized independent domestic strategies and foreign policies against the backdrop of imperial expansion and the two world wars. Using extensive new research, this study examines the challenges the two firms faced in making domestic and international sales including the British Government's commitment to laissez faire policies, prejudices within the British elite against those in trade, and departmental resistance to dealing with private firms. It shows the suite of strategies and tactics that the firms developed to overcome these obstacles to selling arms at home and abroad and how they built enduring relationships with states in Latin America, Asia, and the Middle East.

This business history analyzes the connections between private business, disarmament, and re-armament as they affected arms procurement and military technology transfers in Eastern Europe from 1919 to 1939. Rather than focusing on the negotiations or the political problems involved with the Disarmament Conferences, this study concerns itself with the business effects of the disarmament discussions. Accordingly, Schneider-Creusot, Škoda, Vickers, and their respective business activities in Eastern European markets serve as the chief subjects for this book, and the core primary sources relied upon include their unpublished corporate archival documents. Shifting the scope of analysis to consider the business dimension allows for a fresh appraisal of the linkages between the arms trade, disarmament, and re-armament. The business approach also explodes the myth of the 'merchants of death' from the inside. It concludes by tracing the armaments business between 1939 and 1941 as it transitioned from peacetime to war.

"This book comparatively examines the preferences of four key arms-producing states towards European joint armaments programmes. The European defence market is characterised by a mixture of inter-state competition and European cooperation, and this work assesses why countries sometimes decide to cooperate with their partners, while in other instances they refrain from doing so. In order to shed light on this empirical puzzle, the book focuses on state-defence industry relations in the four major European arms producers: France, Germany, Italy and the UK. The main argument is that the public or private governance of industrial suppliers and market size are the two decisive variables that explain the simultaneous presence of cooperation and competition in European defence procurement. Specifically, it argues that in public governance ecosystems, arms industries are able to 'capture' the state's decision-making processes to their own advantage. In private governance ecosystems, the state is relatively autonomous from defence industry's influence and able to pursue larger macro-economic and military benefits. Moreover, the strategy pursued by governments and defence firms is decisively shaped by market size because of its importance in determining the relative costs and benefits of collaborative arrangements.
