Dit rapport, uitgevoerd door de Institute for European Studies (VUB), tracht een antwoord te bieden op deze vraag. Vanuit de theorie van multilevel governance gaan de onderzoekers na of de verklaring voor de slechte resultaten in arbeidsparticipatie van deze doelgroep te vinden is in de verdeling van bevoegdheden inzake arbeidsmarktbeleid & integratiebeleid. Ze constateren dat de complexe bevoegdheidsverdeling niet de belangrijkste oorzaak vormt voor de problematische arbeidsparticipatie van personen van buitenlandse herkomst, maar tonen aan dat meer coördinatie & samenwerking in het beleid de efficiëntie van dat beleid wel ten goede kan komen.
